Albanian Radio Television is financed with 21 million Euros per year with funds directly from the budget and from the TV tax, but the government does not receive a single penny from the revenues from fees to private media with antenna services, satellite signal and advertising contracts.
Based on the fact that RTSH is a consumer without productivity, but eats up the state budget every year, as much as 70% of the annual fund that the state gives to the Municipality of Tirana, the government has started the movement to cut funding.
In the information provided by "Pamphlet", it is said that the Ministry of Finance is preparing a draft decision that will be presented to the Council of Ministers, with the object of financing salaries for only 50% of the employees of the Albanian Radio and Television.
Director Alfred Peza, the Ministry of Finance has asked to cut 50% of the employees, keeping 560 employees from the 1128 it currently has, a very large number for a public television, where 2/3 of them are paid for nothing.
If Captain Peza will not implement this draft request, then it will be acted upon by a government decision; not by assigning the number of employees, but by setting certain conditions for mandatory implementation.
One of the conditions is this: If it insists on keeping the number of employees it has, RTSH must develop 70% of its activity with self-financing and 30% with financing from the state budget since it is a state radio-television.
Which means, that out of 6.6 million Euros of state funding per year, RTSH will only be financed with 1.9 million Euros per year; while Captain Peza, if he will be able to account for salaries, cars, trips, diets, fuel, etc., let him keep as many employees, bosses, secretaries, advisers, models and lovers as he likes.
The other condition, which the Ministry of Finance has put to the director Dallkauk, is this: RTSH will keep 15% of the annual television tax; that is, from 15 million Euros per year, only 2.2 million Euros per year will be kept, while the government will keep the rest directly from the electricity bill.
The government will give 100% of the revenue from its own television programs and productions, but it cannot allow that 1128 employees are paid in RTSH with the state budget fund, 2/3 of whom receive salaries, cars, fuel, royalties and per diems while doing no work.
The Ministry of Finance has asked Captain Alfred Peza, for this financial project, to return an answer within April 2024, if he will remove half of the RTSH employees himself, or if their salary fund will be reduced by government decision.
