The students and employees of the State University of Medicine in Tirana know in detail what kind of corruption is done in this university, by the rector, Xhambazi Arben Gjata in cooperation with the Senate and the Board of Administration, denounced during the student protests.
But SPAK, is ignoring the denunciations and the latest report of the KLSH, although the rector Arben Gjata has been under investigation for 8 months with the criminal measure "Compulsion to appear", for drawing up a financial preventive measure resulting in the theft of 80 million Euros, together with Ilir Beqaj in the sterilization of surgical equipment affair.
Today we are publishing another piece of evidence, from the scandals of Rector Arben Gjata, regarding the approval of the budget and expenses at the University of Medicine for 2024, among them the expenses for the General Medicine branch at the second level.
Rector Arben Gjata approved the draft budget with a total value of 18 million Euros on October 6, 2023, in a 10-minute meeting of the Academic Senate, which he has been leading himself for 8 years.
On October 9, 2023, at 10:25 a.m., Rector Arben Gjata, on behalf of the Senate, sent by e-mail to the Office of the Chair of the Board of the Medical University, Zamira Gjini, only the table of figures of the total project expenses for the year 2024 with the note "For approval".
After 3 minutes, at 10:28 a.m., the Chairperson of the Board, Zamira Gjini, who is the General Director of Development for Education and Sports at the Ministry of Education, sent it to 6 members of the board through her secretary.
Within 14 hours and 28 minutes on October 9, 2024, the president and members of the board of the University of Medicine, each from his phone, within the interval of 5 minutes, replied to the rector Arben Gjata, with the same copy message text: - After I have read and carefully studied the decision of the Academic Senate, for the approval of the cost of studies, I express my agreement with the draft decision regarding this issue.
This may be a slip, but according to the law on Higher Education, the Board of Administration has the obligation to accept every document in writing and every draft decision of the senate, the rector and the deans, must be handled only by meeting physically and not with e-mail and phone messages.
But at the University of Medicine, where for nearly 9 years the tycoon Arben Gjata has been ruling, the negotiations are done with e-mails and phone messages, while as this case proves, the board members sign their decisions formally, when they go to collect their salaries.
It's crazy to even think about approving 18 million Euros of expenses at the University of Medicine through e-mails and phone messages, but that's what Rector Arben Gjata and his dice have done that extort millions of Lek, a falsehood that should be investigated by SPAK -u.
It should be investigated, because of these 18 million Euro funds, 7.5 million Euros are salaries; 10 million Euros in royalties, per diems, bonuses, fuel and book publications of the bosses, hidden as indirect costs.
Within the amount of 10 million Euros, only 2.1 million Euros are investments in the form of capital expenditures and operating expenses for the University of Medicine, while 51% of the entire fund are expenses only for the Faculty of General Medicine, which is treated 100% as the personal fiefdom of Rector Arben Gjata ./ Pamphlet
