The companies in the competition were: 1. Shendelli shpk; 2. BOE Vllaznimi shpk & Griald shpk; 3. Florida shpk; 4. Nika shpk; 5. BOE HTSH shpk & Bajrami N; 6. BOE Britani shpk & Varaku E shpk & Construction.
Two of the operators who had the lowest bid were disqualified for no legal reason, but only to benefit the chairman's uncle's son.

The audit shows that the Summary Report was drawn up by KVO with letter no. 913/1 prot, dated 27.06.2022, which was approved by the Contracting Authority Holder (Authorized) Mr. CA and it has been put into the system. It turns out that this report was not signed by the third member of the KVO, Mrs. FD, refusing with the claim that the qualification criteria are not met.
