The Tirana Prosecutor's Office, after preliminary investigations, has identified that some businesses operating in the postal sector serve the circulation of goods not accompanied by a tax invoice. This practice is directly related to online commerce, where a large volume of transactions takes place outside formal schemes.

" Currently, it is thought that there are 20-25 thousand packages every day with revenues of 300-350 million euros per year. Unfortunately, this market is not growing due to gangrene from informality ," said Rezart Lahi, entrepreneur, expert in the "online" sales market.

According to market estimates, tens of thousands of packages circulate every day, with annual revenues reaching hundreds of millions of euros. However, the expansion of this sector is not happening in a sustainable manner, due to the spread of informality, which hinders competition and the normal development of the market.

E-commerce is considered one of the sectors with the highest potential in the country, due to the low level of development in the past and the traditional orientation of consumers towards physical stores. The growth of online shopping, especially after the pandemic, was mainly associated with the increase in sales pages on social networks, increasing the number of unregistered entities.

" Cash on delivery should be banned. So every online purchase should be made on websites and not on social networks. Also, payments should be made via bank cards, in order to have some kind of tracking ," said Lahi.

A significant portion of consumers purchase products from platforms that do not have a verifiable legal status, address, or identity. This situation creates risk for buyers and harms businesses that operate in accordance with the law.

" The growth of the market during and after the pandemic period occurred mainly as a result of the increase in online sales sites, but on social networks. Consequently, informality increased and formalized entities were demoralized, and this damaged the process of e-commerce growth," entrepreneur Lahi continued for "A2CNN."

Market experts estimate that cash on delivery and sales through social networks make it difficult to fiscally track transactions. The lack of control and the difficulty of identifying violators have meant that this sector remains outside the real focus of anti-evasion actions, despite increased controls over the last year.
