
Journalist Ola Xama explained in the show "Te Paespozuarit" on MCN TV the scheme of how the company "5D" was built and operated, run by the directors of the municipality of Tirana, now arrested, Redi Molla and Mariglen Qato. According to Xama, this scheme started after the arrival of Veliaj at the head of the municipality and then they received tenders from the municipal enterprises and also received the status of strategic investor.
"Erion Veliaj came to the head of the municipality in 2015 and in 2016 Veliaj placed his people like Redjan Molla and Mariglen Qato in key positions. The latter was the director of the support department.
In January 2017, 75 percent of the shares are sold to Muhamet Petriti, the father-in-law of Mariglen Qato's brother, Alfred Qato. He then distributed them to Redi Molla and his brother Mariglen Qato.
Then they pass the company to Nestor Muhametllari. The company received tenders from the water supply company when Redi Molla was director and now Elton Kacidhja. They have also received tenders from Tirana Parking. It is believed that they received 20 million euros in tenders.
Then they got the status of strategic investor, that for 10 years they don't pay profit tax and have other facilities. They also have VAT reduced to 6 percent," said Xama.
