New details have come to light from the investigative file of abuses of EU funds for SASPAC, for which the former minister Ilir Beqaj, at the time he was the director of SASPAC, and several other people who together committed corruption are under investigation.
According to the investigation file, it was found that Beqaj, in his capacity as the head of SASPAC, and Ermal Kurtulaj, coordinator of the Facility Point office for the EUSAIR project, in SASPAC, in cooperation with other persons, procured the service with the object "For the organization of the conference 03- April 05, 2023 "The Future of Environmentally Sustainable Tourism in Albania FESTA Technical Assistance IPA CBC, Project Adrion", worth 125,000.00 Euro.
This procurement is the same as the one procured by the Ministry of Tourism and Environment, for the same event called "Party", with the exception of the item "dinner", being contracted in both cases by the same commercial company called "Landways International", with partner and administrator the person under investigation Gazmend Haxhia and executive director Alfred Nikolla.
From the totality of the actions carried out in the framework of the organization of the "Festa" event, it results that Gazmend has presented documents related to the participation in the procurement procedure which are suspected to have false content, such as (preventive) offers in relation to the organization of the event "Party" both in time and in content with SASPAC, signing contracts and reports on the implementation of the contract which are suspected to have been made with the purpose of benefiting the amount of money, while the service turns out to have been provided only for the amount of money which constitutes the provision of dinner for the date April 03, 2023.
His knowledge of the fictitiousness of the documentation results from the fact of presenting the documentation (related to the procurement procedure which should have been developed before April 3, 2023) with his signature that does not coincide in terms of time with the time of development of the procedure of procurement and organization of the event and it is also evidenced by the fact that he knew that the same event was procured in the Ministry of Tourism and Environment.
This is according to SPAK, since the company Landways International has been declared the winner in that procurement procedure as well, undertaking the realization of the same contract object, for the same event.
This knowledge results not only from the documentation that he submitted on behalf of the company to the MTM, for the effect of procurement both in the offer and in the implementation of the contract, but this knowledge is also supported by the content of the speech given by him as a guest at this event, where it turns out that he expressed: I want to especially thank the architect of this concept, FEST, the fantastic minister of tourism and environment, Mrs. Mirela Kumbaro, and the fantastic team behind her.
