Police leadership race under the shadow of scandal, several candidates booked by

Several others continue to be part of the State Police, although it is suspected that they are under investigation by SPAK and that they may be arrested after appearing in Sky Ecc communications related to organized crime.

Yesterday, the deadline for applications for the position of Director General of the State Police ended, following the resignation of Ilir Proda. It is learned that a total of 14 candidacies were submitted for the position of Director General. They are; Pëllumb Seferi, Elidon Çela, Alfred Çepe, Rebani Jaupi, Saimir Boshnjaku, Lorenc Panganika, Afrim Tafa, Neritan Nallbati, Idejet Faskaj, Gentian Berber, Tonin Vocaj, Skënder Hitaj, Arjanit Arapi and Gentjan Shehaj.

Some of the candidates for Director General of the State Police are part of a secret SHISH report with the names of police officers implicated in drug cultivation and trafficking. The black SHISH report from ten years ago was initially shared with the Prosecutor's Office, the Prime Minister, the President and members of the National Security Committee. The disturbing report, which seriously compromised a part of the State Police as guarantors of drug cultivation and trafficking, also leaked to the media.

Referring to this report with concrete evidence, the opposition made several public denunciations, accusing by specific names the police leaders listed as implicated in criminal activity. Some of the 79 names mentioned in that report have been expelled from the State Police and convicted for involvement in drug trafficking.

Some others continue to be part of the State Police, although it is suspected that they are under investigation by SPAK and that they may be arrested after appearing in Sky Ecc communications related to organized crime. The Special Commission for the Verification of Candidates is tasked with verifying official information on the cleanliness of each candidate's image if it appears in SHISH reports, if they have used the Sky Ecc platform, if they are under investigation by SPAK, etc.

Albania does not need another scandal by electing a police director who is on the wanted list by SHISH and internationals for links to organized crime or a leader who could be arrested by SPAK for exposure on the Sky Ecc app for links to organized crime.

Regarding the procedure, after the application deadline, the Ministry of Interior publishes the names of the candidates on its official website. Within 10 days, a Special Commission composed of 3 people, chaired by a Deputy Minister of Interior and 2 members, the Secretary General of this department and the Head of the Police Supervision Agency, conducts a preliminary assessment to verify the legal conditions.

At the end of the process, a final list of candidates who meet the requirements is drawn up. Next comes the interview phase, where each candidate's platform is presented with 20 minutes available. Once completed, this commission has 48 hours to issue the results with the score.

The first ranked candidate does not necessarily become the new Director General of the State Police. The law states that one of the candidates ranked, considered most suitable for the position, is proposed by the Minister of Interior to the Council of Ministers for his appointment./ Prapaskena
