"As far as the calculation of the sale price of ammunition is concerned, in the act of economic and financial expertise, it was concluded that the Price Approval Commission with decision no. 1 dated 10.04.2007 decided to set the price of ammunition for dismantling, for munitions requested by SAC, referring to the price offer provided by the company SAC inc and without performing any price calculation by the commission itself.
Regarding the 8 mm caliber ammunition (ordered to be delivered by order no. 1300 dated 07.08.2007) the price has not been set by the Price Approval Commission. According to the expert report, if the correct price were to be set for these ammunitions, the difference in total value related to this type of ammunition is in the amount of ALL 17,531,056.19, which represents the lost value from the sale of this type of ammunition.
Likewise, it was concluded that the Price Commission, in setting the prices of ammunition with decision no. 01 dated 19.11.2007, did not document who they are and what their value is, the special elements of the price composition, the amount of which would determine the price set by the commission in an orderly manner.
For the prices approved by the Prices Commission with decision no. 1 dated 10.04.2007, the expert report concluded that, if the prices had been calculated in a regular manner, there is a total difference of 834,283,584 ALL (8,690,454 USD ), which represents missing value in the sale of ammunition for dismantling purposes at the approved prices", the expert report states.
Not only that, the prices that were approved by the Price Approval Commission in November 2007 were not the same as those used by the same ammunition from the Gramsh Mechanical Plant, causing damage to the state of 78 million ALL
"Also in relation to the prices approved by the Price Approval Commission with decision no. 1 dated 19.11.2007, which is related to the categorized ammunition with decision no. 7 dated 19.11.2007 of the Special Commission for Categorization, in the act of the expertise determined that the commission did not act in accordance with the requirements of VKM no. 138 dated 14.03.2007 and the order of the Minister of Defense with no. 417 dated 04.02.2007. It turned out that the rent remained unliquidated according to the contracts for the period January-15.03.2007 in the amount of 67,957 ALL, to which, adding the late interest, it amounts to 81,276 ALL.
According to the expert report, for the period from 01.01.2008 to 15.03.2008, the company Albademil sh.pk used the land surface and the building located in the "Former Complaints Brigade", in Gërdec, which would have a rental value of 8,222,679 Lek", it is stated in the act of economic and financial expertise that was submitted today as evidence by SPAK to GJKKO.
