The State Commissioner of Elections, Ilirjan Celibashi, has today made the decision regarding the continuation of the mandate of the socialist mayor of Vau i Deje, Krishtian Shkreli.

The head of the CEC, Celibashi, has decided that Krishtan Shkreli will continue his mandate as mayor, while stating that "the subject proposed by the SP is not included in the conditions of the prohibition to exercise the public function of the mayor".

"We find that Kristian Shkreli, mayor of the Vau-Deja Municipality, proposed by the SP, is not included in the conditions of the prohibition to exercise the public function of the mayor, the continuation of Kristian Shkreli's mandate as the mayor of the Vau-Deja Municipality. This decision enters into force immediately and is published on the official website of the CEC. An appeal can be made to KAS within 30 days from the announcement of this decision",  said Celibashi.

The CEC undertook an in-depth investigation because Kristjan Shkreli has stated in the decriminalization form that he changed his last name from "Skhreli" to "Kola", and then from "Kola" to "Shkreli". While he stated that he lived for several years in Turin, Italy and was expelled from this country.

What the in-depth investigation revealed

"b. The Central Election Commission, through electronic communication, has requested information from the Office of Civil Status, which in turn informs the Central Election Commission, that the self-declaring subject Mr. Kristian Luigj Shkreli, in 2007, it turns out that he changed the last name column from "Skhreli" to "Kola", and then in 2010, he changed from "Kola" to "Skhreli".

The Central Election Commission, pursuant to law no. 138/2015 "On guaranteeing the integrity of persons who are elected, appointed or exercise public functions", verified the data in the self-declaration form of the self-declaring entity Mr. Kristian Luigj Shkreli. From the verification of the data in the self-declaration form of Mr. Kristian Luigj Shkreli, it turns out, has declared:

• In the column I. "PERSONAL DATA", POINT B, "Previous Genealogies" of the Self-Declaration Form, the self-declaring subject has declared that he has changed the last name column from "Skhreli" to "Kola", and from Kola to "Skhreli" .

• In column III. "DATA ON THE JUDICIAL STATUS OF THE PERSON", of the Self-Declaration Form, question 7 "Have you ever been deported from a foreign country?", the self-declaring subject answered "YES", stating that in Turin, Italy, in the period of 2007, it was banned for lack of documentation, for which there is no act related to the declaration of the fact.

• To question 8 "Have you ever lived outside the territory of the Republic of Albania for more than 1 month?", the self-declaring subject answered "YES", declaring that he lived in Turin, Italy for reasons of immigration in the period 2005 - 2007", it is stated in the draft decision of the CEC.

Further, in the report drawn up for Kristjan Shkreli, the correspondence with the General Prosecutor's Office, which has undertaken an in-depth investigation of Kristjan Shkreli, is clarified.

* It turns out that he was ordered EXPULSION from the territory of the Italian state, by decision no. 81/2007 of the Prefect of the Province of Cuneo, for the reason that he was not equipped with regular residence documents based on the rules on the residence of foreign citizens.

* For the Albanian citizen Kristian Shkreli, the following has been ordered: EXPULSION (REMOVAL) FROM THE ITALIAN TERRITORY, in accordance with Article 13, paragraph 2 letter b of Legislative Decree 286/98 amended by Laws no. 189/02 and 271/04, which provides for expulsion when a foreign citizen has not applied for equipment with a residence permit within the stipulated period" - it is stated in the prosecution's investigation.

It is further emphasized that: But in the conclusions, it is emphasized that there are no final punishments or investigations in Albania or abroad against the mayor of Vau i Deje.

"For the above, the self-declaring entity, Mr. Kristian Luigj Shkreli, Mayor of Vau-Dejës Municipality, Shkodër District, proposed by the electoral entity Socialist Party of Albania, for the elections for local government bodies on May 14, 2023, is not included in the scope of Article 2 of Law no. 138/2015, "On guaranteeing the integrity of persons who are elected, appointed or exercise public functions" and decision no. 17/2016 of the Assembly of Albania. Referring to the available data, the candidate is not under the conditions of the ban on candidacy/ineligibility" , the CEC emphasizes.
