
The Special Court has accepted the request of SPAK and has passed the file for trial against the former secretary of the Ministry of Environment Alqi Blako for the accusation of corruption of public officials in connection with the investigations for the Tirana incinerator.
SPAK has doubts that Blako is involved in two corruption cases to favor the businessman Klodian Zoto over the incinerator construction procedures.
From the investigations, it turned out that Blako, in his capacity as the secretary of the Ministry of Environment, received the sum of 120,000 euros for favoring the two owners who obtained the right to build the incinerator, Klodian Zoto and Mirel Mërtir.
While in the second case, it turned out that Blako asked Klodian Zoto for a bribe of 7.5 million Lek on account of Vladimir Bezhani, employing him fictitiously at the "Integrated Technology Services" company.
According to the investigations, in 2017, Vladimir Bezhani was appointed external advisor to the Minister of Environment Lefter Koka. The prosecution says that Blako directed Bezhan to give information to Klodian Zoto about the procedures he had to follow for setting up the Tirana Incinerator.
In April of this year, SPAK brought to trial some of the accused for the Tirana incinerator, including the former Minister of the Environment Lefter Koka, as well as some former officials of the municipality of Tirana and members of the bid evaluation commission.
