
The Prosecutor's Office at the First Instance Court of General Jurisdiction in Saranda has issued 12 security measures against police officers, local officials and businessmen suspected of abuse of office, failure to take measures to stop illegality and unauthorized construction.
The operation was undertaken within the framework of criminal proceedings no. 304 of 2026, following an investigation conducted by the Saranda Prosecution Office under the direction of Prosecutor Esmeranda Basho. According to the prosecution, the investigations have identified suspected cases of inaction by public officials and tolerance of illegal constructions in the territory of the Saranda Municipality.
The Court's decision to impose security measures includes employees of the Local Inspectorate for Territorial Protection, officers of the Saranda Police Commissariat, and representatives of private entities operating in the construction sector.
So far, security measures have been executed for four people:
- BT, former head of the Major Crimes Section at the Saranda Police Station, against whom the measure of "house arrest" has been imposed, suspected of the criminal offense of "Abuse of office";
- KS, assistant community policing specialist at the Saranda Police Station, against whom the measure of "prison arrest" has been imposed, suspected of "Abuse of duty";
- K.Sh., assistant specialist in community policing at the Saranda Police Station, against whom the measure of "prison arrest" has been imposed, suspected of "Abuse of duty";
- AP, owner of the "Oasis" hotel, against whom the measure "prison arrest" has been imposed, suspected of the criminal offense "Illegal construction".
According to the Prosecution, work is currently ongoing to execute eight other security measures imposed by the court against the persons involved in this criminal proceeding.
The investigation is considered another important blow by the Saranda Prosecution Office against illegal constructions and suspected cases of abuse of office by public officials. Under the leadership of Prosecutor Esmeranda Basho, the prosecution has intensified investigations into issues related to the protection of the territory, law enforcement and the responsibility of institutions that have the obligation to prevent illegality.
