The scheme of how state properties were alienated on the coast of Durrës is revealed. The investigation was registered after an inspection carried out in the archive of mortgage registers of this city, where serious irregularities and illegal interference in official documentation were found. An inventory of 1,063 mortgage registers showed that only 152 of them were regular, while 908 showed damage or signs of manipulation.
According to the investigation file, 730 pages were missing, 243 pages were replaced, 569 duplicated pages, 25 pages were torn and 1,548 blank pages were found. Investigators also found pages inserted out of chronological order, detached from volumes or printed in different forms, elements that, according to the Prosecution, indicate deliberate interference with property registers.
"This report clearly shows that numerous deficiencies and illegal interference have been found in the mortgage registers and physical volumes. Specifically, during the inventory, it was found that a considerable number of mortgage registers present various damages, blank pages, damaged or torn pages, pages placed out of chronological order, pages that are completely missing, replaced pages, pages that differ significantly from each other both in terms of shape and type of printing, as well as pages detached from the axis of the volume. From the inventory of 1,063 mortgage registers, it results that only 152 of them do not present any damages, while 908 are damaged. According to this inventory, 730 pages are completely missing, 243 pages have been replaced, 569 pages are duplicated, 25 pages are torn and 1,548 pages are blank," the prosecution's file states.
Investigations have identified large areas of land in the coastal area of Durrës that are suspected of having been illegally acquired through the falsification of ownership documents. These assets have been placed under preventive seizure, while investigations continue to uncover the full extent of the scheme and other individuals who may have been involved.
The court has imposed the measure of "prison arrest" on Ramazan Sheshi, Adrian Kona, Bledar Zerba and Rovin Zeqjan. The measure of "house arrest" has been imposed on Shaqir Sheshi, Viktor Mataj, Arianit Mataj and Besnik Xhafa, while "obligation to appear" has been imposed on Fiqeret Xhafa, Jonida Mergejë, Leandro Dervish and Artur Çoban.
This is not the first time that Durres has faced a suspected property alienation scheme.
