The Special Court has rejected the request of former minister Ilir Beqaj to replace the security measure of "prison arrest" with a property guarantee in the amount of 20 million lek.

In his arguments before the court, Beqaj also referred to the decision of the Joint Panels of the Supreme Court, which changes the unifying practice on pre-trial detention. According to this decision, the measure of “prison arrest” should be imposed only after alternative security measures have been previously considered.

The former Minister of Health was arrested on July 4, 2024 in connection with the file of abuses of European Union funds in SASPAC.

The SASPAC case has been in the preliminary phase for almost a year. The former director of the SASPAC agency, Ilir Beqaj, and his associate, Ermal Kurtulaj, continue to be detained in this case.

The former head of EU funds management is accused of five criminal offenses, including passive corruption, violation of equality in tenders, forgery of documents, fraud, fraud in collusion, and failure to declare assets.

Meanwhile, the file is still in preliminary hearing and a decision has not yet been made on the Prosecution's request to proceed to trial, while the defense has requested a shortened procedure.
