
A classified secret tender, worth 321 million old ALL, which was aimed at the purchase by the SPAK special prosecutor's office of technological devices such as buggers, GPS and other accessories of software and hardware systems, has been cancelled.
For this failed procedure, on June 21, 2024, SPAK notified the Public Procurement Agency, arguing that none of the offers submitted by economic operators met the criteria specified in SPAK documents.
Furthermore, the special prosecution argues that in the future it will take all the necessary measures to restart the classified procurement procedure.
This secret tender labeled as "Lot II" takes place within the framework of defense and security, for the purchase of technological systems such as "Hardware" and "Software" in order to support the investigators in their field investigations.
The limit fund for the purchase of these devices is 321 million old ALL, money that has been made available by the grant of the Seized and Confiscated Assets Administration Agency.
SPAK and the agency for the administration of seized and confiscated assets, in many cases closely cooperate with each other, where all assets seized and confiscated by the Special Prosecutor's Office are administered by the AAPSK.
Thus, a part of the financial budget goes to the account of the Special Prosecutor's Office, with the aim of investing in infrastructure and technical tools for investigation.
The cancellation of this limited tender comes at a time when SPAK decided at the beginning of June 2024 to cancel a second tender with a financial value of 1 million and 105 thousand euros, much of which would be spent by the prosecution for the purchase of equipment for anti-ransomware protection system, storage, server and switch.
This tender was canceled because SPAK had predetermined as the winner the Union of Economic Operators "Axians Albania" plus "ATOM", managed by Kleanth Prifi and two businessmen Luan Basha and Armand Agolli.
Secret tenders are carried out within the defense and security format, where they are often applied by SHISH for detection and counterintelligence purposes, SPAK for investigation purposes, the Ministry of Defense, SHIU, the Ministry of Health, the State Police or the Ministry of the Interior.
Those companies that are certified by DSIK participate in these tenders and then the contracting authority, in this case SPAK, chooses the most preferential among 2,3 or 5 commercial subjects for the conclusion and implementation of the contract.
In many cases in these tenders the winner is predetermined and there is no fair competition in the scoring of the participating entities.
Almost with the same practice, the procedure for the service and maintenance of the SPAK interception center equipment, which has been acquired by a single company for two years in a row, is carried out. / Ora News
