Census data, Tabaku: A city with 45,000 inhabitants has left Albania every year!

PD MP Jorida Tabaku, during the meeting at the Committee on Economy and Finance, spoke about the Census data reported by INSTAT last week, where she requested that a hearing be held with the Director of INSTAT regarding the main topics that have disturbed this process.

Tabakun has expressed concern about the process and its progress, stressing a much longer delay for some figures that could come out sooner, and for the lack of transparency, which according to her "is a disease of the government and institutions depending on her".

"We need, as of today, the Census data and their interpretations that are related firstly to the development of the territory, secondly to issues that probably do not belong to this Commission such as territorial or electoral reforms and thirdly to issues that are related to elements mainly with the work of this Commission as economic policy, budget distribution, fund accounts for the municipality", she said.

Among other things, she raised the question of how Censi will be used as a tool to orientate public investments and not only, while the figures have shown 400 thousand Albanians less than ten years ago.

"Taking into account what has been published, the population of Albania is 400,000 less. A city with the size of 45,000 inhabitants has left Albania every year," she said.

On Friday, INSTAT Census data were published, which at the time when INSTAT reported to this Commission were not available, and a sentence was included in the resolution regarding the publication of data, while we are already in a different reality.

It is up to the Economy Commission to organize a hearing with INSTAT to discuss firstly the process, secondly the lack of transparency, the fact why the Census data were published 6-8 months after the end of the Census while in other countries equally equivalent process has been more different. I believe that this institution owes this Commission an explanation about the problems, the delays, what happened.

Taking those data for granted and raising our questions about the authenticity of these data, we need today the Census data and their interpretations that relate firstly to the development of the territory, secondly to issues that perhaps do not belong to them to this Commission such as territorial or electoral reform and thirdly with issues related to elements mainly related to the work of this Commission such as economic policy, budget distribution, accounts of funds for the municipality. How does this affect economic growth? How does this affect the policies that will be undertaken in relation to the budget allocation, not only at the level of the municipalities, but also of the infrastructure that will follow it.

How will we use the Census as a tool to guide public investments and not only? There is a question mark about the intersection of census data. Taking for granted what has been published, the population of Albania is 400,000 less. A city with the size of 45,000 inhabitants has left Albania every year.

Let's put politics aside and see it as an alarm bell and how it affects education, the enrollment of new students in schools, there are 220,000 less students enrolled in schools; there are 350,000 empty apartments... and these are things that need to be discussed in the Commission and how to be reflected in decision-making.

Let's get the data that has been published, and those that have not been published. Let's look at the methodology, cross it with other data, such as of agriculture, of the banking sector, of economic growth. With data that is secondary to see how these data make governance aware, to understand where the situation is and how we can use this in decision-making.

We still have time to add a report on this institution and a debate on the Census data to the calendar. Today we need clarity, for the procedure and methodology, how we will use these figures in decision-making. At the end of the day, that's why we designed and built it so that these numbers can be used in decision-making. They have no value if these numbers will be another report that are not used for the budget, for the distribution of funds and thirdly for the data that they distribute to us in the Commission.
