'Institutions do not report crimes'/ SP opposes Altin Duman: It is too

The chairman of the parliamentary group of the Socialist Party, Bledi Çuçi, has responded to the head of SPAK, Altin Dumani, regarding the concern raised by the latter about institutions that do not report crimes.

Çuçi said that it is too soon for an institution that has been around for 3 years to do a statistical analysis.

"It is too soon for an institution that has been around for three years to do a statistical analysis and a wider base is needed. Not that it was a direct concern. There was a concern in SPAK's analytical report related to the solid guarantee of provocative investigations", said Çuçi.

Earlier, the head of the Special Prosecutor's Office, Altin Dumani, in his speech at the Integration Commission, underlined a number of problems that SPAK is facing.

Duman again underlined the drop in referrals from public institutions, except for the state police.

"Another problem is the decrease in referrals from public institutions, where it has decreased by 40%, here the State Police is excluded. We are evaluating the increase in the number of BKH members", said Dumani.

The head of SPAK, while reporting to KLP on April 4 regarding the activity of the Special Prosecutor's Office for 2023, informed that compared to 2022, this year there was a 40% reduction in referrals for corruption from public institutions.
Dumani raised the concern that state institutions are not cooperating with SPAK in the fight against organized crime and corruption.

"Regarding the investigation of organized crime, SPKA has followed the strategy of exhaustive investigation aiming at their final destruction. It should be underlined that the cooperation of public institutions in the fight against corruption and organized crime is worrying.
Based on the number of referrals of criminal offenses by public institutions, excluding the state police, this number is quite low for the year 2023 with only 12 referred cases.

The referral from these institutions has a strong downward trend, which goes up to 40% compared to 2022. SPAK has maintained the same approach in the last 3 years", said Dumani.

Duman noted the increase in criminal proceedings by SPAK against corruption, but it seems that SPAK is being left alone in this battle by other state institutions, with the exception of the state police.

"It should be underlined that the cooperation of public institutions in the fight against corruption and organized crime is worrying.
