Medical cannabis, which will be added to the list of drugs for medicinal purposes, was discussed in the Laws Committee today, while the opposition MPs raised another concern.
Deputy Dhurata Çupi said that the Commission met today only to introduce medical cannabis in the tables of medical drugs, leaving aside the important issue that is worrying Albanian families, that of the use of nitrogen balloons by young people.
Çupi said that the Ministry of Health is unable to stop the phenomenon, while in her response, Deputy Minister Entela Ramosaçaj explained that the Ministry is only responsible for what is used in the hospital and what is sold in the kiosks, does not leave the hospital. She said that our country will have to update the list according to international conventions.
Law Debate:
Chupi: I waited to hear what concerns the public opinion. All those who have children and teenagers had a concern that they would like to hear today about the nitrogen balloons circulating in public spaces with narcotic effects. I am sorry that I did not find any word from the Ministry of Health about this great concern of the citizens. Today you have come here to update the law on the legalization of cannabis, medical cannabis on the tables, so that the public opinion knows what we are gathered for today. It will become propaganda that we are making a name for ourselves, this is the truth. You have come to include medical cannabis in the table of medical subjects. We were waiting to see what the Ministry of Health is doing about nitrogen balloons, these are concerns that affect families today, what you are discussing is not a concern.
Deputy Minister: The substance is nitrogen peroxide with the chemical formula N20. This substance is not included in any of the list of the convention on narcotic drugs and as such is not subject to the law 88/74 on the control of substances used for narcotic substances. N20 may be subject to the Medicines Act and is a product which is a medicinal drug and is used in hospitals as a narcosis, combined with something else. It is used in hospitals and procured only by hospitals. It is used as a narcosis and pain reliever. It is not classified in the list of narcotic drugs.
Çupi: The way it was treated is like the paracetamol we get at the pharmacy. The fact that it is consumed so widely and is not controlled by the Ministry of Health. How does this subject circulate? It's like getting paracetamol at the pharmacy.
Deputy Minister: It is not like paracetamol, it is only for hospital use, it cannot be sold in pharmacies. It does not flow from hospitals. Kiosks do not take it from hospitals. Protoxide does not only have medical purposes, it is also used in the food industry, cars, etc. Not only medical herb but also for other purposes. The Ministry of Health has linked it only for hospital use, it cannot be subject to the laws of narcotic drugs that is approved by an international board.
