The former Deputy Minister of Health, Klodian Rjepaj and the businessman Ilir Rrapaj, both left in "prison custody" due to the investigation of the sterilization affair, request today in the Special Appeal a change in the security measure.
According to SPAK, Rjepaj is accused of "abuse of duty" and "forgery of documents", while Rrapaj is accused of "fraud with serious consequences" and "forgery of documents".
The risk of leaving Albania to avoid investigations was the main argument with which SPAK requested in court the arrest of the former deputy health minister Klodian Rrjepaj and the businessman who won the sterilization concession, Ilir Rrapaj.
Among other things, the decision highlights the fact that the criminal offenses for which the two arrested persons are accused have a margin of punishment of 7 and 10 years of imprisonment. The decision of the Erion Bani court, given on June 23, cites, among other things, that the investigations have started on the basis of the report of Nisma Thurje and the doctor Artan Koni. For the businessman Ilir Rrapaj, in the decision it is said that he has deceived the company's activity as well as their profit.
Rrapaj's close friendship with Rjepaj and Beqja that was kept hidden
According to the data, the prosecution accuses the businessman of having cheated also due to the fact that he did not have an acquaintance with the officials of the Ministry of Health, while the opposite turned out to be the case. According to the investigations of the Prosecutor's Office, the businessman Ilir Rrapaj was a friend of the faculty, university with the former Deputy Minister of Health Klodian Rjepaj, with whom he traveled before and after the concession.
This fact, according to the Court and the Prosecutor's Office, constitutes a strong conflict of interest for which the Albanian state was deceived, because such a report should have been declared before the concession was concluded and that it could constitute a reason for the company's exclusion from the concession.
" The person who has had constant contact throughout this period with the Contracting Authority of the Ministry of Health is the citizen Ilir Rrapaj, who, even though he has not held any public office, went out of the country with the car owned by the Ministry of Health with license plate TR4112R, driven by the driver of the Deputy Minister of Health " is written in the file.
