
The requests were submitted to the Law Commission by the new chairman of this council, Ilir Rusi, who argued that the fund would be used for salaries and insurance for new employees, investments in building construction or rent for the courts, computer programs, but also for the implementation of Prime Minister Rama's idea to introduce Artificial Intelligence in the file processing process.
"If we refer to the budget requests we have made, the level of approval by the Ministry of Finance is 13% higher than last year, but as far as our budget requests are concerned, 2/3 have been approved, i.e. 35% of them "- said Rusi, describing as immediate the fund for rent for an additional building for the Court of Appeal.
According to the report of the commission, the requested additional amount is mainly related to the expenses for salaries and personnel insurance, and specifically 550 million ALL is required to fill vacancies and an approved addition of 133 employees.
The table of requirements foresees the construction of two new court buildings in the amount of 850 million ALL, the purchase of software programs in the amount of 454.7 million ALL, 243.6 million ALL for the project of the integration of Artificial Intelligence in work processes, etc.
The MPs of the opposition welcomed the demands of the HCJ with criticism and not in proportion to the work that the courts do to provide services to the citizens.
"You had funds and personnel even beyond the possibilities of the budget, perhaps spoiling you a little" - addressed Rusi, deputy Dhurata Çupi, criticizing her that "you have not made serious efforts to reduce the number of stock files in the court".
"What have you done in 2024 to justify the millions you received. I have the impression that those who have passed the vetting have gotten comfortable and do not examine the files" - she added.
In response to criticism, the head of the KLJ argued that funds were not being sought for luxury, but to do the job.
"Getting funds is simple, using them is difficult," he said, adding that the KLJ had audits on how it spent the budget.
"I don't believe there is unpaid work" - he addressed Çup, referring to the new additions to the staff.
On the other hand, Russia proposed to make legal changes in order to introduce the "digital file" as a practice to solve the 'backlog', the stock of backward files in the judicial system.
On Friday, the Special Board of Appeal also held a hearing on the new budget, for which a fund of 277.3 million lek has been provided by the Ministry of Finance, but the Board submitted a request for an addition to the structure with 3 translators and 1 specialist for clarification and editing of decisions that capture a salary fund in the amount of ALL 10.61 million./ BIRN
