The Supreme Court of Kosovo suspends judge Arta Llazari from duty. 

The High Judicial Council partially accepted the request of the High Inspector of Justice (ILD) for disciplinary proceedings against Judge Arta Llazari, who exercises her duties at the Court of First Instance of General Jurisdiction in Shkodra.

After reviewing the investigations, the Council decided on the measure "Suspension from duty for 6 months" for the judge.

The investigation against Judge Arta Llazari was launched after 11 complaints were filed for actions and omissions that constitute violations of the legal deadlines for reasoning judicial decisions and for failing to initiate civil cases.

The High Inspector of Justice had proposed her dismissal, arguing that the judge's actions had harmed the justice process and undermined public trust in the judicial system.

During the investigation, numerous cases were identified where cases had not been handled for over 3 years, with a significant portion of civil cases exceeding the legal deadlines for submitting decisions. For the years 2022 and 2023, 90% of civil cases on the merits were beyond the deadline for reasoning decisions. These delays, according to the investigators, have harmed the right of citizens to a regular and fair judicial process.

The judge's actions have been described as careless, causing harm to investigative procedures and damaging the image of justice.

The High Judicial Council partially accepted the request, suspending the judge from office for a period of 6 months.
