A report by the Supreme State Audit Office and several transactions raise strong suspicions of a corruption scheme with public money between the mayor of Korça, Sotiraq Filo , known as Raqka of Korça , and the controversial businessman Maksim Fejzulla , known as Maksi of Garbage , who is behind the company Korsel shpk, known as an early client of Niko Peleshi.
Raqka i Korça and Maksi i Pleharave have monopolized the cleaning service in Korça, through corrupt tenders, table bargaining, manipulating tender procedures and cheating on contract implementation. They divert the money from the suspected corrupt scheme to several companies controlled by Maksim Fejzulla, then dividing it according to roles and investing it in real estate.
Facts and circumstances
Maksim Fejzulla , who is indicted for corruption, money laundering and document forgery, controls the cleaning company Korsel shpk through citizens Marjela and Arqile Peri . Marjela Peri is the head of Maksi i Plehrave, which has extended its reach to Tirana, through the interventions of Niko Peleshi , involved in proven corruption cases from Korça to Tirana, fraud and forgery of higher education diplomas.
Fejzulla transferred the tender affairs company to Marjela Peri in June 2023 after a criminal investigation against him and an 18-month ban from participating in public tenders due to submitting false documents in tender procedures.
The company Korsel shpk, over the last five years alone, has received around 14 million euros from the state budget in the implementation of corrupt contracts, mainly for cleaning services, concentrated in the municipalities of the Korça District.

Kontrolli i Lartë i Shtetit ka audituar veprimtarinë e Bashkisë së Korçës vitin e kaluar. Përpos të tjerave, KLSH ka konstatuar se Maksim Fejzulla, përmes kompanisë Korsel shpk ka mashtruar që nga viti 2028 me zbatimin e kontratave për pastrimin e qytetit të Korçës. Nga ana tjetër, Bashkia e Korçës me në krye Sotiraq Filon nuk ka monitoruar qëllimisht zbatimin e tre kontratave nga Maksim Fejzulla, me sa duket në funksion të përvetësimit të parave publike.
Bazuar në raportin e KLSH-së ngrihen dyshime të forta se Sotiraq Filo jo vetëm nuk ka monitoruar zbatimin e kontratave për pastrimin e qytetit, por ka favorizuar Maksim Fejzullan, përmes manipulimit të kritereve, duke paracktuar kompaninë e tij fituese të tenderave. KLSH ka konstatuar parregullsi në caktimin e fondit limit të tenderëve, kritere abuzuese dhe skualifikime të padrejta nga procedurat tenderuese.
KLSH ka konstatuar gjithashtu punime të pakryera dhe situacione false në shumicën e kontratave të audituara të Bashkisë së Korçës me klientët e Raqkës.
Monopoli i pastrimit, afera e radhës që po gatuhet
Prej 11 vitesh, tenderët e pastrimit në Korçë janë fituar nga firma “Korsel”, e cila ka fituar procedurat e hapura fillimisht nga ish-kryetari Niko Peleshi dhe aktualisht nga Sotiraq Filo. Fillimisht, në vitin 2012 Peleshi i dha një tender me vlerë rreth 3 milionë euro me afat 5 vjeçar. Në vitin 2017 iu dha tenderi me vlerë 3.5 milionë euro sërish me afat 5 vjeçar, ndërkohë që në vitin 2023 përlau tenderin 4 milionë euro me afat 3-vjeçar, ndërsa këtë vit kanë nisur lëvizjet për të fituar tenderin e radhës.
Kompania Korsel është paracaktuar fituese nga Fejzulla dhe Peleshi në Tiranë, ndërsa Sotiraq Filo po kopsit letrat në Korçë. Ftojmë SPAK-un dhe BKH-në të monitorojnë lëvizjet dhe veprimet e Sotiraq Filos, i cili po përgatit komcensionin e radhës për Maksim Fejzullan, me urdhër të Niko Peleshit.
Përjashtimi nga tenderët
Në fillim të vitit 2022, kompania Korsel e Maksim Fejzullait u skualifikua për 18 muaj nga tenderët, pasi kishte paraqitur dokumente false në një procedurë tenderuese në Tiranë.
