Russian businessman David Ghubalashvili, close to Putin and Lukashenko, penetrates Albania through Ron Yeffet's network, with companies in the fuel, sensitive data, and arms industries.

While the US sought to stop Russian economic influence in Albania, the documents show that Russian businessman David Ghubalashvili has entered strategic sectors through partnerships with Israeli Ron Yeffet, a figure linked to the Rama government. The companies “1820 Black Oil” and “1820 Albania” operate in fuels, information technology, sensitive data and financial transactions, without balance sheets and without tax control. In parallel, Ron Yeffet has built a network of arms companies in cooperation with the Ministry of Defense, benefiting from public tenders. The scheme raises serious suspicions of violating national security and violating Albania’s international commitments

While the US was asking Prime Minister Edi Rama to stop Russian economic interference in Albania, a Russian businessman, close to Vladimir Putin and Alexander Lukashenko of Belarus, has infiltrated Albania and is operating with two companies in strategic sectors.

We are talking about David Ghubalashvili, introduced into the Albanian economy through Israeli Ron Yeffet, known as a person close to Prime Minister Edi Rama, who has been given control over the Albanian industry of weapons, ammunition, tools, technology and combat clothing.

The documents being published by "Pamphlet" confirm that on December 15, 2023, Israeli Ron Yeffet and Russian David Ghubalashvili established the company "1820 Black Oil" sh.pk in Albania, in a 60 percent to 40 percent partnership between them, with capital of 35 million lek and an address in Porto Romano.

The object of activity of this company is the import, export and wholesale and retail trade of fuels, lubricating oils, gas, fuels, their transportation inside and outside Albania, as well as cooperation with hydrocarbon extraction and trading companies.

A month after the creation of this company, on January 6, 2024, at a time when Edi Rama was warned for the first time by the US about the blocking of Russian assets in Albania, Russian David Ghubalashvili formally sold 40 percent of the shares to Israeli partner Ron Yeffe for the symbolic value of 40 lek, but continues to run the company.

Meanwhile, on November 15, 2023, Israeli Ron Yeffet created another company in Albania, "1820 Albania" sh.pk, in collaboration with two other Israelis, Dorel Yehuda Shalmoni and Hen Shahar.

David Ghubalashvili has been appointed administrator of this company until November 2028, while co-administrators are Ron Yeffet and Cypriot Marios Afxentiou, who has been booked for suspicious activities.

The company, declared with a capital of 1 million Albanian, Portuguese and Israeli euros, has as its object of activity the storage of personal data and of every sector in Albania, information technology services and communication networks for Albanian institutions, payment terminals, electronic money transactions and any other non-banking financial activity.

The two companies "1820 Black Oil" sh.pk and "1820 Albania" sh.pk, owned by Israeli Ron Yeffet and Russian David Ghubalashvili, have not filed tax returns since their creation and have not been audited, as, according to sources, by order of Edi Rama they are treated as services related to national security that manage classified data.

In addition to these two companies, in partnership with the state-owned "Kayo" company of the Ministry of Defense for armaments and military equipment, Israeli Ron Yeffet has created three other companies in Albania for the production, import, export and trade of weapons, ammunition and military equipment.

On August 4, again in collaboration with the state-owned company "Kayo" and without a government decision, the company "Timak Defence" sh.pk was established, while on September 2, 2024, the company "UNO 18" sh.pk was established, 100 percent owned and administered by Ron Yeffet.

This company's objective is the production, import, export and trade inside and outside Albania of all types of weapons, parts of combat weapons, ammunition, combat drones, explosives and military technology.

On November 11, 2025, again without a government decision, another company, "Advanced Arms Technology", was created, with an 80 percent partnership between Ron Yeffet and 20 percent between the Ministry of Defense's "Kayo" company, while it turns out that it has two weapons companies where the Albanian state is a minority shareholder.

The two companies "Timak" and "Timak Special Vehicles" have entered tenders from the central government and local government, from which they have so far benefited about 6 million euros with VAT./ Pamphlet
