The CEC, in a letter addressed to the Minister of the Interior, Ervin Hoxha, has requested that Albanian immigrants be deregistered from the list of voters within the country.
In a guide drafted, the head of the CEC, Ilirjan Celibashi, states that emigrants who want to vote should be registered in the lists of voters abroad.
Celibashi says that we will have to determine with a joint act the way of cooperation between the Central Election Commission and the General Directorate of Civil Status for the deregistration of citizens who vote outside the territory of the Republic of Albania from the list of voters inside the country.
"The voter who is outside the territory of the Republic of Albania and who wants to exercise the right to vote for the next elections for the Assembly must be registered in the list of voters abroad, in accordance with the provisions made in the Electoral Code and by-laws in implementation of his", the instruction says.

In support of the most recent amendments to the law no. 10019, dated 29.12.2008 "Electoral Code of the Republic of Albania", as amended, we have started the preparatory work for enabling elections from abroad for the upcoming elections for the Assembly of 2025.
Pursuant to article 25, point 13 of the Electoral Code, we will have to determine with a joint act the way of cooperation between the Central Election Commission and the General Directorate of Civil Status for the de-registration of citizens who vote outside the territory of the Republic of Albania from list of voters within the country.
Regarding the above, please find attached for your opinion and in your assessment the draft directive drawn up by the administration.
