
The School of Magistrates distributed on Wednesday January 32 an announcement that it called important for all those interested to participate in the entrance exam to the School of Magistrates for the academic year 2024-2025. At the top of the announcement, it was clarified that the Governing Council of the School of Magistracy, in the meeting of January 29, 2024, has decided to change the regulation of the average subject criterion, removing the requirement for an average grade above 8, in the main subjects.
In a public reaction after the decision, the Civic Center, an organization that fights for quality in higher education, called the decision of the School of Magistracy wrong.
"At this moment when the eyes of the citizens are directed towards the SPAK and the Reform, the elites of this system take a decision that raises doubts, questions and mistrust in the recruitment of new judges and prosecutors," said Qedresa Gytare, while adding that the School of The judiciary has not yet been purged of the dismissed and dismissed vetting, who do not have the morals and ethics to shape new judges.
Article 10 of the Internal Regulations of the School of Magistrates, 'registration of candidates for magistrates and admission criteria', determined in letter (d) that, to be admitted to the initial training for magistrates, it was necessary, among other things, to have an average grade general above 8, as well as 'average grade above 8 (eight) for the group of main subjects, which include: Civil Law and Obligations, Criminal Law, (General part and special part), Civil Procedure, Criminal Procedure, Administrative Law and Constitutional Law.
With the change three days ago, the Governing Council of the School of Magistrates has made it possible for those who have graduated as lawyers who do not meet this criterion to be part of the corps of young magistrates if they are selected as winners.
The director of the School of Magistrates, Arben Rakipi, asked by BIRN about the purpose of this change, said that he was unable to speak on Wednesday evening about this decision, but added that he was ready to give his comment the day before on thursday.
The Governing Council has decided to change the provisions related to the second phase exam so that the admission exam will take place in two days. According to the changes, on the first day the exam will be done only for the five theses of the subjects, while on the second day only with the practical cases. On the second day of the second phase, the exam on practical cases will have an additional practical case, in administrative law.
The second stage exam is set to have 400 points, 250 points on the first day for the five theses and 150 points for the practical cases.
The first phase of qualifying nature is conducted by electronic assessment and is organized in one day.
