
The lawyer Jordan Daci, analyzing the agreement between Italy and Albania for the immigrants who will settle in Lezhë, said that it is anti-constitutional.
In an interview for the show "Opinion", Daci clarified that Albania cannot place territory at the disposal of Italy, as he added that it should have received approval from the President and ratification from the parliament.
" There are two types of agreements, agreements that are concluded in the name of the government and in the name of the country. Agreements affecting the territory are subject to ratification. To avoid ratification, it was chosen on behalf of the government. No agreement can be reached at all if the President does not approve. It is forbidden to give the territory of Albania as extra territory. The Constitution does not allow that even a millimeter of territory cannot be given to another state. The procedure for immigrants will take years " said Daci.
