The Special Operative Group that was created immediately after the arrest of the former Minister of the Interior, Kadri Hazbiu and his deputy, Feçor Shehu, in mid-October 1982, headed by the Deputy Minister of the Interior, Zylyftar Ramizi, (simultaneously holding the position of State Security Director) and as his subordinates had Enver Zeneli and Hasan Ulqinak, among other measures, such as; the study and analysis of a large number of archival files belonging to a long period of time (1945-1982), called and asked some of the former senior officials of the PPSh leadership and former cadres of senior leaders of the Ministry of Internal Affairs, State Security officers, etc., to provide in writing, what they knew, or had doubts about "hostile activity",
Among the former senior officials of the PPSh and the leading cadres and officers of the State Security, etc., who responded to this call, giving their written testimonies to the Special Operative Group, were: Liri Belishova, (former member of the Political Bureau and secretary of the PPS Central Committee for propaganda, art and culture), Nesti Kerenxhi, (former major-general, Director of State Security and Minister of Internal Affairs), Xhule Çiraku (former-general- lieutenant, Director of the Second Directorate of Security and Deputy Minister of Internal Affairs), Rexhep Kolli (former Lieutenant General, Director of State Security and Deputy Minister of Internal Affairs), Zija Kambo (former General- major and commander of the Guard of the Republic), Zoi Themeli (former lieutenant-general, Director of State Security and Deputy Minister of Internal Affairs),Myftar Tare, (former colonel and deputy minister for Political Intelligence, arrested in 1949 and released), Nevzat Haznedari, (former major-general and Head of Investigation in the Ministry of Internal Affairs), Veli Llakaj, (former Corps Commander and Chief of the General Staff of the Army at the Ministry of Defense), Hekuran Pobrati (former colonel and senior officer of the State Security), Feti Smokthina (former colonel and Commander of the Republic Guard), Zylfi Saliu (former colonel, senior officer of the State Security, head of the Internal Department in several districts, deputy of the People's Assembly), Lelo Sinaj, (former major officer and Director of the State Security), Halil Zeneli (former colonel of the Security and head of the Internal Branch in several districts), Ilo Manushi (major officer and director of the Personnel Directorate of the Ministry of the Interior),Mark Dodani (former lieutenant colonel, senior officer of the State Security and vice-chairman of the Saranda Interior Branch), Xhemal Bejto Fasllia, (former judge and senior officer of the State Security in the Ministry of the Interior), Ibrahim Kubati ( former agronomist graduated in Bulgaria, director of hunting reserves in several districts of the country, where the senior leadership of the PPS went for hunting, political prisoner), Ali Kubati, (former Political Intelligence officer in several states of the world and vice president of the Executive Committee of Tirana, political prisoner), Nexhip Pajo, (former officer of the escort group near Hysni Kapo), etc.Ibrahim Kubati (former agronomist graduated in Bulgaria, director of hunting reserves in several districts of the country, where the senior leadership of the PPS went to hunt, political prisoner), Ali Kubati, (former Political Intelligence officer in several countries of the world and vice president of the Executive Committee of Tirana, political prisoner), Nexhip Pajo, (former officer of the escort group near Hysni Kapo), etc.Ibrahim Kubati (former agronomist graduated in Bulgaria, director of hunting reserves in several districts of the country, where the senior leadership of PPS went to hunt, political prisoner), Ali Kubati, (former Political Intelligence officer in several countries of the world and vice president of the Executive Committee of Tirana, political prisoner), Nexhip Pajo, (former officer of the escort group near Hysni Kapo), etc.
From the letters or reports-information in question sent to the address of the Special Operative Group at the Ministry of Internal Affairs, or personally to Minister Hekuran Isai, in the years 1982-1983, (which were then used against Kadri Hazbiu and Feçor Shehu during the investigative process and in the indictments in the court), in previous issues, we have published the letters of Liri Belishova, Hekuran Pobrat, Xhule Çirak, Mark Dodan, Ibrahim Kubat, Nexhip Pajos, Nevzat Haznedari, Sotiraq Zavalan and Janko Konomi, while in this article, we are publishing the letter of the former Operative Worker of the State Security, Rustem Çurri, sent to the Special Operative Group, on October 26, 1982.
As we will see from the document in question, in his information report, he (Rustem Çurri) informed his superiors about a meeting he had the day before with officer Zija Lagji, an instructor in the branch of documents of special importance of the Operative Directorate of the Ministry of People's Defense, who together with his colleague, Nejdhet Kondo, (protoarchivist of that branch), have informed him about the problem of a safe and documents that were in it, during the handing over of the duty by Mehmet Shehu, as Minister of Defense, in 1979, to Kadri Hazbiu. Sot më datën 25.X.1982, oficer Zija Lagji, A.P. me detyrë instruktor në degën e dokumenteve të rëndësisë së veçantë të Drejtorisë Operative, të Ministrisë së Mbrojtjes Popullore dhe Nexhdet Kondo, me detyrë protoarshivist i kësaj dege, erdhën dhe na sinjalizuan (mua dhe Mit’hat Potkën), sa më poshtë:
Armiku Mehmet Shehu, kur i ka dorëzuar kasafortën e tij, armikut Kadri Hazbiu, i cili e zëvendësoi atë në janar të vitit 1980, si Ministër i Mbrojtjes Popullore, çelësin e vërtetë të kësaj kasaforte, (çelësin e sirtarit në katin e sipërm të saj), nuk ja ka dorëzuar, por i ka dhënë një çelës tjetër, që nuk e hapte atë.
Kjo doli, se një ditë, në muajin prill të vitit 1982, Kadri Hazbiu, ka shkuar në zyrën tepër sekrete ku ruhen dokumentet e veçanta, së bashku me Veli Llakën, shokun Kiço Mustaqi, – atëhere drejtor i Drejtorisë Operative, – për të hapur kasafortën, (katin e sipërm të saj), duke qenë prezent, edhe Zija Lagji.
Por kasaforta, nuk u hap me çelësin që kishte Kadri Hazbiu, atëhere ky (Kadriu), filloi ta shante Mehmet Shehun, duke thënë: “E kuptoni ju, se ça ka dash të bëjë ky me këtë veprim, që neve siç jemi në një situatë të rëndë, kur të vinin dhe të hapnim kasafortën e të merrnim dokumentet, të mos ja arrinim këtij qëllimi, dhe atëhere do të quheshim armiq”?!
Me kaq Kadri Hazbiu dhe të tjerët, u larguan nga zyra e dokumenteve të rëndësisë së veçantë, duke thënë se për këtë, do të njoftonin Komandantin e Përgjithshëm, shokun Enver Hoxha.
Të nesërmen në mëngjes, Kadri Hazbiu, Veli Llaka dhe shoku Kiço Mustaqi, erdhën përsëri në zyrën ku ndodhet kjo kasafortë dhe ky (Kadriu), me vete kishte marrë një çelës tjetër, të cilin ja kishte dërguar Haxhi Kroj, sepse ky, kishte dhe çelësat e tjerë të armikut Mehmet Shehu.
Sapo u vendos çelësi në kasafortë, (në katin e sipërm të kasafortës), ajo u hap dhe në këtë kohë, Kadri Hazbiu, tha të mbahej një proces-verbal, e ta firmosnim të katërt ne, që ishim prezent. Në këtë kohë, Kadri Hazbiu, i inatosur dhe i pakënaqur që Mehmet Shehu nuk i kishte lënë çelësin e vërtetë të kësaj kasaforte, tha se për këtë, do të shkonte dhe t’i raportonte udhëheqësit kryesor të Partisë.
Pasi u hap kasaforta, brenda saj u gjet një kasetë metalike me dy çelësa sipër, e cila qe e dyllosur dhe Kadri Hazbiu tha se tani do të njoftonte Komandantin e Përgjithshëm, se si të veprojmë për hapjen e saj. Dhe po këtë datë, Kadri Hazbiu dhe ne të tjerët, duke marrë me vete edhe drejtorin e përgatitjes xhenjere, Ramiz Fiçorin, për të marrë masa, se mos kasaforta ishte e minuar, shkuam në vend-komandën e Shtabit të Përgjithshëm në Linzë, dhe u bë hapja e kastës kasafortë.
Armiku Kadri Hazbiu, mori me vete dokumentet që u gjendën brenda, dhe nga Linza siç ishim, erdhëm në zyrën e Kadri Hazbiut. Materialet e kasetës i mori në makinën e tij, vetë Kadri Hazbiu. Në zyrën e ish-ministrit, këto dokumente u futën prapë në kasetë dhe pasi u vulosën me dy vula, (një me të Kadri Hazbiut dhe një me atë të shokut Kiço Mustaqit), kjo kasetë u fut në kasafortën që kishte Kadri Hazbiu në zyrën e tij. Më tepër për këtë, duhet të dinë Veli Llakaj dhe shoku Kiço Mustaqi.
Lidhur me sa më sipër, dy shokët e lartpërmendur, ngrenë këto dyshime:
A është njoftuar vërtetë Komandanti i Përgjithshëm, se ç’dokumente kanë qenë këto, që armiku Mehmet Shehu kishte vënë në kasetë, të cilat me sa dihet, kanë qenë të pa administruara sipas rregullave dhe pse Kadri Hazbiu i mbajti këto në kasafortën e tij?! Edhe sot nuk dihet se ç’u bënë këto materiale, sa ditë i mbajti ai, i ka çuar më lart, apo jo, etj.,?!
Më datën 27.4.1982, nga Eli Kokushta, sekretarja personale e ministrit të Mbrojtjes Popullore, Kadri Hazbiu, është shtypur një informacion për shokun Enver Hoxha, “Mbi disa dyshime, për veprimtarinë armiqësore të Mehmet Shehut”, ku bëhet fjalë:
Se si ka punuar Mehmet Shehu, për planet operative, vendi, koha dhe personat që kanë punuar dhe janë njohur me të?
Mbi djegien e disa dokumenteve të planit operativ në shtëpinë e Mehmet Shehut, duke qenë prezent, Veli Llaka, Nazar Berberi, Maliq Sadushi dhe vetë Mehmet Shehu.
Bëhet fjalë për thënien e Mehmet Shehut, se në këtë kasafortë të vogël, (kasetë të vogël), kemi një dokument, që nuk ka nevojë ta dini, por po të vdesë unë (Mehmet Shehu), dokumentin e kini këtu në kasafortë. Kjo kasetë ndodhej në kasafortën e madhe të Veli Llakës.
Për këtë lindin këto dyshime?
Për sa kohë është mbajtur plani operativ në Durrës dhe më vonë në shtëpinë e tij (Mehmet Shehut), në Tiranë?
Në Shtabin e Përgjithshëm është punuar edhe plani special, pjesë e veprimeve ushtarake nga Veli Llaka, Maliq Sadushi dhe Nazar Berberi, kurse pjesën e situatës politike, se kur do të zbatohej ky plan, d.m.th., rrethanat kryesore të tij, është punuar nga vetë Mehmet Shehu.
Lidhur me planin special, lind dyshimi, është e vërtetë që t’i ketë shkuar shokut Enver, ky plan, apo jo?! A është asgjësuar ky plan në shtëpinë e Mehmet Shehut, apo jo?! A ka ndonjë dokument që të vërtetojë asgjësimin e tij, sepse thuhet se në shtëpinë e Mehmet Shehut, janë asgjësuar disa materiale të shtypura dhe harta.

The above suspicions, for Veli Llaka, Nazar Berberi and Maliq Sadushi, should also fall on Kadri Hazbiu, for the reason that he has made changes and corrections in this information.
