
The issue of Fredi Beleri's arrest has been a bone of contention between Tirana and official Athens for months. After many voices and allusions from the Greek side, the decision of the Supreme Court, which decided to leave Beleri in prison, has also become clear.
According to this decision, dated July 25, 2023, the court expressed doubts that Fredi Beleri could damage the evidence and therefore decided to keep him in a cell. This fact is based on the disappearance of the device where the security camera recordings are memorized in the bar owned by Fredi Beleri in Himare, where the payment of 40 thousand lek was made for the votes of 8 citizens on May 12.
From the minutes of 12.05.2023 in the premises of the bar, where people hold meetings, there were cameras installed, but the recording device was not found during the inspection and that this fact shows that the risk of influencing the evidence of the case is real.
Another argument was the risk that Beleri would evade justice, as he did with the sentence given in 2006 by the Court of Vlora with 3 years in prison for inciting nationalist hatred.
" For Mr. Dhionisios Alfred Beleri, there is a risk of avoiding the criminal proceedings or leaving. Even in the previous criminal trial and sentence, of which he pleaded guilty and was ultimately sentenced to three years in prison, the defendant has avoided it for years of the execution of the final decision, resulting in the cancellation of the sentence" , the file states.
In the decision, the testimony of the person identified as "Detari" is cited, who denounced Beleri for vote-buying, who then served as an undercover agent for documenting the case and catching red-handed persons involved in electoral crimes.
" I have learned from various people, whom I knew as friends of Fredi Beleri, who was a candidate for mayor in Himara for the "Omonia" party, that he had offered some of my friends money to buy votes. I knew citizen Fredi Beleri for 10 years as I had a business relationship with him, as he often came and bought fish from me to supply his restaurant. Based on this fact, I went to take him the fish to the place called "Potam" where citizen Fredi Beleri usually stayed. Fredi Beleri himself told me in the above conversation to find votes in his favor and after collecting them to go meet him and for each vote he would give me 50 euros per person and he would help me to make documents Greek ", says "Detari", the infiltrated agent of the "Beleri" file.
Further in the file, the person identified with the code "Detari", says that immediately after the meeting, he went to the police and informed the head of the police station about the offer that Beleri had made.
"I told him that I would give him an answer and I immediately ran away and seeing that an illegal activity was being carried out, I went and met the head of the Himarë EA Police Station and told him the whole conversation I had with Fredi Beleri I specifically told the head of the police station that Fredi Beleri had offered me lek in exchange for buying the vote and specifically he had asked me to collect votes in his favor and for these votes he would give me 50 euros per each vote... ", says "Detari", the infiltrated agent of the "Beleri" file.
Beleri is making a big fight to be sworn in as mayor, because if he doesn't do it by the end of the month, he loses this right. So far the attempts have failed. It is learned that he has made two new requests to the Supreme Court and it remains to be seen what will happen.
