Washington has instructed American citizens to exercise caution when traveling to Albania.
The Overseas Security Advisory Council (OSAC), a structure of the US Department of State, has published today a report on security in Albania, which is quite striking.
The report, provided by ' Pamphlet ', accompanies the official US State Department travel warning for Albania, where US citizens are asked to exercise increased caution due to crime. In OSAC's assessment, Tirana is considered an area with a medium level of risk for crime that affects or may affect US government interests.
One of the most significant elements of the report is the fact that the US Department of State has assigned Albania the "Crime C" indicator, which is used for countries where there is a significant presence of organized crime or violent crime, or where local authorities may have limited capacity to respond to serious crimes.
Crime increased by 17% in one year
The report highlights that during 2025, crime in Albania increased by about 17% compared to 2024.
According to OSAC's analysis, the increase has been driven primarily by the expansion of narcotics-related crimes, financial fraud, and weapons-related offenses.
Although property crimes have only increased slightly, by about 3%, the document notes that robberies have decreased by 21%, while homicides have continued their downward trend for the fifth consecutive year, decreasing by about 3%.
However, according to American experts, this does not mean that the security situation has improved significantly, as criminality in Albania is shifting towards less visible forms, but with greater economic and institutional impact.
Albania, base of organized crime networks
The most critical part of the report relates to organized crime. According to OSAC, Albania continues to be a place where large-scale criminal organizations operate, involved in international drug trafficking, extortion, bribery, money laundering, prostitution and human trafficking.
The report highlights that these organizations continue to have significant influence in the country.
Një tjetër element shqetësues lidhet me trafikun e armëve. Sipas raportit amerikan, një pjesë e konsiderueshme e armëve ilegale dhe eksplozivëve që qarkullojnë në Evropë kanë origjinën ose kalojnë tranzit përmes territorit shqiptar.
Për këtë arsye, autoritetet shqiptare kanë zhvendosur fokusin drejt goditjes së rrjeteve të trafikut të armëve, të cilat konsiderohen një kërcënim serioz edhe për sigurinë rajonale.
Paralajmërim edhe për shpërthimet me eksploziv
Raporti përmend gjithashtu përdorimin e mjeteve shpërthyese artizanale (IED), të cilat janë përdorur në Shqipëri për të goditur individë të përfshirë në konflikte apo përplasje kriminale.
OSAC u rekomandon qytetarëve amerikanë të tregojnë kujdes të veçantë gjatë parkimit të automjeteve, sidomos në ambiente të pambikëqyrura, të shmangin lënien e makinave gjatë natës në zona të pasigurta dhe të njoftojnë menjëherë Policinë e Shtetit nëse konstatojnë objekte të dyshimta.
Raporti thekson se komuniteti amerikan në Shqipëri nuk është objektiv i drejtpërdrejtë i këtyre sulmeve, por mund të rrezikohet rastësisht për shkak të afërsisë me vendngjarjen.

Një pjesë e veçantë e raportit i kushtohet ambienteve që konsiderohen problematike nga Ambasada Amerikane në Tiranë.
Për arsye sigurie, për shkak të mundësisë së dhunës hakmarrëse, praktikave të padrejta të biznesit apo shqetësimeve të tjera për sigurinë, personeli i Ambasadës së SHBA-së e ka të ndaluar të frekuentojë katër ambiente në Shqipëri.
Në listën e ambienteve "off limits" përfshihen: Juvenilja, Juvenilja Castle, Pastiçeri Venezia, Magic Club
Raporti nuk jep detaje të mëtejshme mbi arsyet konkrete që kanë çuar në këtë vendim, por sqaron se masa është marrë si një paraprak sigurie për personelin diplomatik amerikan.
Alarm edhe për terrorizmin
Përveç kriminalitetit, raporti trajton edhe kërcënimet terroriste. Departamenti Amerikan i Shtetit e konsideron Tiranën një zonë me nivel mesatar rreziku edhe për terrorizmin.
Megjithatë, OSAC thekson se Shqipëria nuk ka regjistruar asnjë sulm terrorist të suksesshëm gjatë dhjetë viteve të fundit.
Sipas raportit, rreziku kryesor nuk lidhet me sulme të drejtpërdrejta brenda territorit shqiptar, por me përdorimin e Shqipërisë si vend tranziti ose burim financimi dhe logjistike për grupe terroriste.
Një tjetër shqetësim mbetet radikalizimi i personave të kthyer nga Siria, të cilët, sipas raportit, mund të kenë krijuar lidhje më të forta me organizata terroriste dhe të kenë fituar aftësi ushtarake gjatë qëndrimit në zonat e konfliktit.
Raporti ndalet edhe te kërcënimet iraniane ndaj kampit të opozitës iraniane MEK në Manzë.
OSAC kujton se në vitin 2018 autoritetet arrestuan anëtarë të Gardës Revolucionare Islamike të Iranit, të dyshuar për planifikimin e një sulmi ndaj kampit të MEK-ut.
Protestat
The report also mentions recent and past protests: " Following the 2025 elections, opposition political groups engaged in significant anti-government protests throughout Tirana. Large marches blocked Tirana's Dëshmorët e Kombit Boulevard, and some demonstrations included the use of Molotov cocktails and other pyrotechnics. Civic groups also held sit-ins at government offices, some of which lasted over 100 days.
In 2026, large protests targeted a luxury tourist project on the island of Sazan. The rallies began as local environmental demonstrations, but when police broke up these rallies, thousands of Albanians took to the streets in major cities. The protests grew to include calls against government corruption, and some of them turned violent .
The fact that the recent protests are mentioned shows that the "Flamingo Revolution" is being followed closely in Washington as well. / Pamphlet
