The lack of labor threatens the success of the summer season

The lack of human resources has forced many businesses to reduce the number of tables they serve, while others even close the service in restaurants.

In Vlora, an attempt has been made to supplement tourism services with foreign immigrants, but it has turned out to be a failed scheme. Those workers turn out to be unskilled in the vast majority. Even when they fit, they left causing losses to the business.

We work with volunteers for the hotel. I have found the solution after 27 years, I have not opened the restaurant at all due to lack of staff. We have reduced the number of tables to be as fair as possible with customers,' said Nestor Varfi, tourist operator

"More than 90% of this staff, recruited by the entities themselves at a considerable annual cost, has not been efficient and either left, left the season halfway through, or they were not capable or they were not professional," said Flora Xhemani, tourism expert.

The lack of labor seems to be a problem that will not be able to find a solution this year, because the recruitment of foreign employees is difficult. On the other hand, businesses have not yet found the support of the state for a supportive formula to keep them at work even after the end of the season. During the negotiations, it was requested that the contracts be for two years. Fulfilling this criterion seems difficult for the business, since it happens that the CV presented does not match the work that the employee can do.

"I have the impression that it is due to a lack of policies for the staff. If we want to say that we are developing tourism, there is a school that is sitting empty here, the government could make a school for tourism or something else, or take out staff for tourism or invest, or give something to businesses that can sustain workers even during the winter, or social security... there are politicians like that in the region", said Nestor Varfi, tourist operator.

"Part of the employment is a bit difficult, there is interest in coming to work but lack of experience, it brings us difficulties but we will make it," said Konstandin Kançelano, tourist operator.

To solve the problem of workers in tourism, it is proposed to get skilled workers from the Philippines. This takes time and seems difficult to accomplish. Albania currently needs 40,000 qualified workers to host tourists, as emigration has also exposed this sector.

"One of Albania's main problems is high seasonality, according to the World Economic Forum, Albania ranks 108 out of 117 countries that are analyzed. and this makes Albania difficult in terms of qualified employees", said Zak Topuzi, Albanian Tourism Association.

"The arrival of 40,000 employees from the Philippines or other Asian countries, as promised by the government, I think is a big bubble. not only can't 40 thousand employees come during a tourist season, not even during 5 or 6 seasons, but the procedure to bring these employees to Albania is very long, it is at least 6 months to 1 year, and the problem of this the year does not solve it", said Flora Xhemani, tourism expert.

"Hiring foreign workers is a waiter that takes you nowhere, they want a springboard to enter Europe, you can't put these people in the front part but only in the kitchen and cleaning, but who will be the waiter", said Kliton Gërxhani , Association of Tour Operators and Tourist Agencies./ InsideStory
