In February 2019, the Institute of Public Health announced a tender with the object "Disinsecting service for the areas of Shkodër, Lezhë, Tirana, Durrës, Fier and Vlorë." The tender was divided into 4 lots and had a total fund of 133.3 million ALL, or 1.2 million euros.
For two of the lots, those numbered 2 and 3, the tender was held in March 2019. In lot 2, the Institute of Public Health initially announced the winner of the Academy of Public Health sh.pk, while in lot 3 the company NRG shpk was declared the winner. .
Both lots were appealed to KPP by other companies participating in the tender. Lot 2 was appealed by the economic operator "Fatos Lashi" shpk, which in the competition was ranked right after the company Akademia e Sandheit Publik shpk, which was declared the winner. In the complaint addressed to the KPP, "Fatos Lashi" requested the disqualification of the offer of the company Akademia e Sanhediti Publik shpk, presenting his arguments as to why this company should not be qualified.
KPP accepts the complaint and orders the Institute of Public Health to disqualify the company Academy of Public Health. Normally, after the decision of the KPP, the Institute of Health would have to announce the winner, the company ranked immediately after the Academy of Public Health. But the PIH made a maneuver.
In the re-evaluation of the offers after the decision of the KPP, the Institute of Health disqualified the offer of the Academy of Public Health, but also disqualified that of the operator Fatos Lashi, declaring the company NRG the winner. And this maneuver was later certified by the KPP.
The other lot, the one with number 3, was appealed by the merger of the companies Air shpk and Truly Nolen. These companies had offered the lowest price in the competition, but ISHP had disqualified them by announcing the winner of the company with the third lowest offer, that of NRG. Despite the appeal, the KPP did not change the winner of lot 3 and upheld the ISHP assessment. Consequently, both lots were won by the NRG company.
Anti-corruption at the door
In May, the anti-corruption structures, which at that time were led by the former Minister of Justice Etilda Gjonaj, arrived at the PIH offices. After the inspection, the anti-corruption structure reported that it had found serious violations in the disinsection tender. Etilda Gjonaj publicly recommended the dismissal of the deputy director of ISHP, Genc Burazeri, and several heads of departments in this institution.
The reasons for the storm that the disinsection tender caused were essentially simple. The Komania Academy of Public Health was owned by a sector chief at ISHP named Dritan Bala. While the company NRG, which was declared the winner, had hired and paid Dritan Bala, but also some relatives or family members of ISHP officials.

Në korrik dhe gusht po të vitit 2019, ISHP zhvilloi tenderin për dy lotet e tjera. Ata me nr 1 dhe 4. Në të dy lotet u shpall fituese sërish kompania NRG, e cila zotërohet nga dy ortakë, Flutura Nuredini dhe një shtetas italian që quhet Marco Geniço.
Në lotin 1 oferta e NRG ishte e 5-ta më e lartë. Ndërsa në lotin 4 ajo ishte oferta më e lartë, gati dy herë më shtrenjtë se oferta me çmimin më të ulët. Edhe pse të dy tenderat u ankimuan nga kompanitë që kishin paraqitur ofertat më të ulëta, KPP la në fuqi vlerësimet e ISHP-së.
Si rezultat, NRG u shpall fituese në të katra lotet e tenderit “Shërbimi i dezinsektimit në zonat bregdetare dhe urbane”, për zonat Shkodër, Lezhë, Tiranë, Durrës, Fier dhe Vlorë,” duke përlarë 1.2 milionë euro.
Me gjithë denoncimet e antikorrupsionit dhe Etilda Gjonajt, ISHP dhe NRG vazhdonin biznesin me njëra tjetrën. ISHP i jepte kompanisë para publike, kjo e fundit punësonte zytarët e këtij institucioni dhe familjarët e tyre.

Po tenderat e Covid?
Ai i mushkonjave është vetëm një nga paçavuret e ndodhura me tenderat e shëndetësisë në Shqipëri. Abuzimet ne tenderat e këtij sektori janë masive.
Two years ago, SPAK closed and "forgave" the Minister of Health for emergency tenders for the purchase of respirators and Covid test kits, even though it publicly admitted that they were purchased at a value up to 6 times higher than market prices. After ping pong by SPAK and the prosecutor's office of Tirana, the investigations were closed and the case was dismissed.
But those of respirators were only one of the procurement procedures. The Ministry of Health and PIH procured tens of millions of euros with secret tenders using the emergency of the pandemic.
