After each change of ownership of a road vehicle, a mandatory technical inspection will be carried out, regardless of the date of the last inspection. This measure is provided for in an instruction of the Ministry of Infrastructure and Energy, which has been published in the Official Gazette and will enter into force on 1 December 2026.
According to the instruction, the competent authority may require the new owner to have the vehicle subjected to a technical inspection before the regular deadline, if the holder of the registration certificate has changed. The same obligation also applies to vehicles that have traveled 160 thousand kilometers, regardless of the validity of the previous inspection.
In parallel, the document also brings innovations in the exchange of information with European Union countries. Albanian authorities, where applicable, will use the European Commission platform for the exchange of data on technical inspection certificates and odometer readings between EU member states.
In addition, inspectors of technical control centers, vehicle owners and accident investigators, as appropriate, will also have access to other electronic platforms of the European Commission, which provide information on accident history and safety elements of vehicles involved in road incidents.
The instruction also provides for other important changes, including the reformatting of the categorization of assets, with the aim of fully aligning Albanian legislation with European Union standards.
