The blockade of the Librazhd-Elbasan axis has exposed the government. Edi Rama has divided the road tenders into 4-5 hands and thefts have been rampant. Rrok Gjoka, Salillari, Bashkim Ulaj, Artan Sako, Gjikuria or Agim Kola have divided the tenders among themselves and it seems that no one is looking for quality, but only who can steal the most.
But while there have been many problems on many axes, the Librazhd case is scandalous. The company that was supposed to build the new road seems to have committed an environmental massacre and now the solution is very difficult.
The tender for this section of the road was won by the company "ANK shpk", which is run by the brothers Ndue and Agim Kola. The company "ANK" has been declared the winner of the procedure "Widening the Elbasan–Qafë–Thanë road (Phase IV)", with a limit fund of 23.6 million euros. This company has taken the inert materials from the Shkumbin riverbed, using them for the road, and this has caused the entire hill to move, creating a very dangerous situation. Ndue Kola has been a member of parliament for the Socialist Party and is one of the government's clients, who has often been awarded tenders.
Another axis that this company has taken over is Korçë–Ersekë, an axis that has the same problems as the Librazhd–Prrenjas axis. In the same period, 2 years ago, the Korçë–Ersekë axis collapsed.
Works on this axis began in June 2013. The tender for the first lot with a length of 17.6 kilometers was won by the company "ANK" with a bid of about 17 million euros. After several years of delay, the company was unable to complete the works and in 2017 another tender of 4 million euros was opened for additional works, which was also won by "ANK". This time, for only 4 kilometers of road with a maximum width of 8.5 meters, a full 20 million euros were spent.
For this axis, it was engineer Romeo Nazarko who warned of the collapse, as he stated that the project was wrong. This was the reason that on October 30, 2020, engineer Romeo Nazarko filed a criminal complaint with SPAK, suing the then director of the Albanian Road Authority, the Minister of Infrastructure and the company "ANK".
" The ambiguity between what the designer states in the 'Planimetry' paragraph, that 'The road axis is oriented to the west, being under solar illumination, which will positively affect the melting of snow and the removal of water from the road', while in the 'Location of the facility' paragraph it is stated that 'this part of the road passes through a terrain with a high slope, where it crosses the hilly-mountainous range on the northern side of the Kolonjës Plateau'. The designer, for this very important element for the area, where snowfalls are high and bring difficulties in the movement of vehicles, is unclear as to which side it is located. This is due to the fact that the designer signed the project with his eyes closed and this proves that the survey on the ground was not done by the geodesic engineer of the design studio, but by the engineers of the company that would undertake the implementation of the works ", the engineer stated at the time.
So, the facts that the company "ANK" carries out projects with its eyes closed are clear. But Edi Rama gave this company the tender for one of the most important axes. Anyone who has moved towards Pogradec or Korça has seen how trucks have used the river and now no one is responsible. In fact, the situation is getting worse, as there is a risk of the entire hill collapsing. The ARRSH itself does not know what to do, while the company does not get a thorn in its side. / Pamphlet
