Official statistics, here are how many names were confirmed and how many others were fired or resigned due to vetting...

The Independent Qualification Commission today formalized the closure of the first phase of the Vetting process. A wide-ranging activity was held today, attended by local and foreign dignitaries, such as the US envoy, the EU ambassador, the head of SPAK, etc. They considered it a successful process, although there were ups and downs, accusations and many debates about how the re-evaluation process went.

But what is the balance of the Independent Qualification Commission? According to statistics, from February 8, 2018 to October 31, 2024, the KPK has issued 799 decisions, of which: 369 confirmation decisions for 165 judges, 166 prosecutors, 2 former inspectors at the KLD, 2 inspectors at the Supreme Court and 34 legal assistants/advisors and 267 dismissal decisions for 146 judges, 1 former judge in the GJL, 115 prosecutors, 1 inspector in the KLJ and 4 legal assistants.

Meanwhile, we have 105 decisions for termination of the process with resignation (Article G of the Annex to the Constitution) for 61 judges, 27 prosecutors, 1 ex-prosecutor, 14 legal assistants, 1 ex-inspector in KLD. So, in total, we have 372 judges and prosecutors who have left the system from vetting.

Likewise, the KPK has given 8 decisions to suspend the process for 3 judges, 1 prosecutor and 4 legal assistants in the Supreme Court (Article 56 of Law No. 84/2016); 48 decisions on the end of the process without a final decision for 25 judges, 17 prosecutors, 1 former chief inspector at the KLD and 2 former inspectors at the KLD and 3 legal assistants (Article 95 of the Code of Administrative Procedures and Article 64 of Law No. 96 /2016) and 2 decisions on suspension from office for 2 prosecutors.

But where are today the nearly 400 names that have come out of the system?

Most of them have graduated as lawyers. Nearly 90 percent of them have received attorney licenses. Some of them are lawyers themselves and follow the processes in the courts, while another part have opened law offices and hired their colleagues and new lawyers.

Meanwhile, another part has been employed by the School of Magistrates and even internationals have raised this fact as a concern, since there is no way for those who have been excluded from the system to educate new magistrates and a very small part have graduated as lawyers in public institutions or and private.

The other element that the internationals have requested is the investigation of those names that have remained due to unjustified wealth. SPAK has investigated several former members of the Supreme Court and the Constitutional Court. We have the former head of the Constitutional Union Bashkim Dedja convicted. Meanwhile, the names that were on the other levels have not been investigated until today because they do not fall within the competences of SPAK. / Pamphlet
