From Hako Çako to Andi Pogaçe, who are the 13 candidates running

SPAK has published the names of 13 candidates running for the head of the National Bureau of Investigation. The list of candidates includes the two former directors general of the State Police, Haki Çako and Gledis Nano, as well as some of the current BKH agents, who aim to take over what is considered the Albanian FBI.

The commission that will select the winning names consists of 3 SPAK prosecutors, and will be chaired by Altin Dumani.

Currently, the BKH is led by Aida Hajnaj, whose mandate ends on August 31. Hajnaj took over the leadership of the BKH, while previously she held the position of Deputy Director General of the State Police.  

Among the candidates is Andi Pogaçe, one of the prosecutors whose name has been in the news for exposing a police informant who led to the discovery of a group trafficking remote-controlled mines.

It was reported that Pogaçe, at the time a prosecutor in Fier, arrested the police collaborator, HB, ordering his arrest, following accurate information, with which the police carried out a successful operation to detect remote-controlled mines in Fier.

This associate had informed the "Contact Person" in the Anti-Crime sector in Tirana that a group of people possessed remote-controlled mines and were selling them to criminal groups.

Artur Beu is another name competing for the position of head of the BKH. Beu also competed for this position 5 years ago together with Aida Hajnaj, and it seems that he will try his luck again.

Elton Kërluku is another candidate. The former head of the Cyber ​​Crime sector at the Ministry of Interior is now aiming to take over the leadership of the BKH, while he is considered one of the experts in matters of technology and criminal finance.

Gentian Ndoi is another name from the ranks of the State Police who aims to lead the BKH. He has led Unit "E" - Investigation of Economic and Financial Crimes, in the Investigation Directorate, in the Criminal Police Department.

Mauricio Sheldija is another name, also from the ranks of the State Police, who aims to lead one of the most important investigation structures. Sheldija is part of the Police Supervision Agency.

The Special Prosecution Office against Corruption and Organized Crime (SPAK) announces that, within the framework of the open call for the position of Director of the National Bureau of Investigation (BKH), by the deadline set by the Selection Committee, 13 candidates have applied, listed in alphabetical order:

After the closing of applications, the process moves to the preliminary verification phase, during which the Selection Committee established by Order No. 11794, dated 07.04.2025 of the Director of SPAK and in implementation of Decision No. 5, dated 22.05.2025, will review the documentation submitted by the candidates to assess the fulfillment of the legal conditions and criteria set out in Law No. 95/2016 "On the organization and functioning of institutions to combat corruption and organized crime".

Candidates who pass the preliminary verification phase will be invited to participate in the subsequent stages of the process.
