The show Fiks Fare brought up the case of a citizen who complains about the occupation of public space on the boulevard located in the city of Pogradec.
The citizen indicates that this public space is blocked by the encroachment of businesses located on the boulevard and as a result he has nowhere to go to get to his home.
He says that the municipality has given his children a key to dismantle a bench whenever they want to enter the house and put it back up at the entrance. “First, the 'Hymeti Palace' bar was expanded, then the others also requested permission.
"Now the entrance to the house is blocked by the tables of the bars," he says, asking for Fiksi's help.
Fiksi journalists found that businesses have taken over public spaces to the point that a fountain on the boulevard has disappeared. Only a corner of it remains, while the rest has been demolished to make way for tables and chairs.
To understand how this happened, journalists went to the municipality, but the responsible departments were hesitant to give a definitive answer.
The Director of Urban Planning was not in the office, but stated that he did not know about the fountain and that confirmation was needed from the Directorate of Greening. The latter, on the other hand, stated that the issue is not within its competence, but belongs to Urban Planning.
Fiks Fare journalists asked for information from the mayor of Pogradec, who said he did not believe there was a document that allowed the demolition of the fountain. "As in all other municipalities, there are no municipalities that are so orderly," said Ilir Xhakoli.
He then delegated the matter to another employee, who confirmed that the fountains are the property of the municipality and if a private entity has damaged it, it must pay compensation. “The fountain is still in our inventory,” she said.
