Following the confiscation of a 12-story building in Tirana, partially built without a permit, the Police Supervision Agency has criminally prosecuted two police officers, suspected of abuse of office in connection with their inactions towards the building.
This is the building on “Llukë Kacaj” Street, in Administrative Unit No. 4, which was confiscated after verifications by the State Police and the Inspectorate of Territorial Protection. According to the authorities, the 10th floor, the 11th floor and part of the 12th floor were built without permission, while the building was put into use without a certificate of occupancy.
The police announced that the excess of the construction permit resulted in exceeding the legal threshold of 10%, set out in Normative Act No. 8, dated October 1, 2025, which also led to the measure of confiscation in the public interest.
Following this case, the Police Supervision Agency announced that, after monitoring media reports and verifications conducted, procedural materials have been referred to the Tirana Prosecutor's Office for two officers of Police Station No. 4.
The persons prosecuted are: KM, Assistant Specialist for Criminal Investigation, and SK, Specialist for Criminal Investigation, both suspected of the criminal offense of "Abuse of office".
According to the AMP, from the initial investigative actions and the documentation administered, it is suspected that the police officers did not act in accordance with their duties regarding the violations found in the multi-story building.
Previously, the State Police had announced that Economic-Financial Crime specialists and the services of Commissariat No. 4 had referred procedural materials to the Prosecutor's Office several times regarding violations in this construction.
