Following public transport associations, concerns about the installation and use of POS/POI devices for bank card payments have also been raised by bread manufacturers.
In a statement, the Association of Bread, Pastries and Doughs raises concerns that due to bank commission costs, many bread shops in the country do not allow card purchases for amounts under 500 to 1,000 lek.
The announcement states that businesses are facing high costs from bank commissions on electronic transactions, while some entities have imposed restrictions on card use for small purchases or have informed customers about the commission coverage.
According to the association, not using a bank card for purchases below this value may limit the provision of the service, especially for foreign tourists, who significantly increase demand during the summer season.
"The summer period is coming, where the use of card purchases by tourists has increased significantly.
Many of our colleagues complain that in these purchases the bank commission takes a significant portion of the profit. We are making institutional contacts, but each business must take protective steps.
"Some colleagues are applying not to use the card up to the quota of 500–1000 lek, or placing a notice that the bank commission is paid by the client himself," the announcement states.
The association adds that businesses can apply other forms of protection depending on their activity.
The obligation to install POSs created concern and confusion even among public transport operators.
The National Association of Urban Transport has repeatedly raised concerns that the process remains unclear for paying commission costs, with only fixed costs for each payment transaction for a ticket priced at 40 lek being 30 lek. But according to the association, operators are also not yet ready to install the equipment, as the process is technically unworkable for the current conditions of urban transport.
In urban public transport, operators have not yet started installing POSs. A few days ago, through a request sent to 13 banks, they asked to be informed of the costs of the process, from commissions for bank transactions, installation of equipment, maintenance costs, etc./Monitor
