The Acting Mayor of the Himarë Municipality, Jorgo Goro, was arrested on March 23 by order of SPAK, after allegedly abusing his office on two occasions by alienating two properties with an area of 10,592 m2 in Dhërmi, where Olta Xhaçka's husband, Artan Gaçi, will build resort 5.5 million euros.
Goro was arrested in a bar in Dhërmi around 17:00 while he was in the company of several other people.

Three other people were involved in the alienation of the evidence, Jerasimo Bashi, Director of the Directorate of Land Protection and Management, Bilbil Aliaj, former Director of ASHK, Vlora Local Directorate, and Vezir Gjikoka, a lawyer at ASHK, Vlora Local Directorate, to whom the security measure "house arrest" has been set.
Jerasimo Bashi , the director of the Department of Land Protection and Management in the municipality of Himara, is the first cousin of Matilda Makoçi, the first wife of Edi Rama.

Two cases of property alienation in Dhërmi
In the first case , according to SPAK, Goro together with the Director of Land Protection and Management in the Municipality, Jerasimo Bashi, forwarded to other institutions forged documents for a property over 5,500 square meters in Dhërmi, without carrying out verifications, leading to in the registration of state property in favor of private individuals.
After the registration of the property in the name of the heirs, Stavri and Foto Mëhilli, it continued with the transactions which concluded in the registration of the property in the name of the private company with representative Artan Gacin.
In the second case, an agricultural property of 5080 m2, Jorgo Goro in cooperation with his subordinate, Jerasimo Bashi, has returned the property to the state, where transactions were then carried out. On the border with this area of land, the private entrepreneur, Artan Gaçi, former MP of the SP, had bought the land with forged documents from Stavri Mëhilli. From the investigations so far, it results that Jorgo Goro in collaboration with Jerasimo Bashi, without doing any verification, forwarded to the competent bodies completely forged documents, making it possible to register an area of 5512 m2 of agricultural land owned by the state, in favor of the subject. private.
This area of land located in Dhërmi, Vlora, after being registered in the public registers thanks to the illegal actions of Bilbil Aliaj and Vezir Gjikoka, has been alienated in favor of Stavri Mehilli, stripping the state of its ownership.
According to SPAK, Mihillit has used forged documents and forms more than once, actions that have also brought the initial registration in the name of Foto Mihillit of the surface of 5512 m2.
After the registration of the property in the name of the heirs, it was continued with the transactions which concluded in the registration of the property in the name of the private company represented by citizen Artan Gaçi.
Also according to SPAK, Goro in another case has carried out the actual displacement on the ground of an area of agricultural land of 5080 m2, superimposing it on another property owned by the state.
SPAK's accusation against Jorgo Goro
SPAK accuses Goro of abusing his duties in two episodes, in the first one by avoiding the District Council, for the area of 5512 square meters of land and on the basis of his document the land was registered in the cadastre contrary to the law and then sold to him by Stavri Mëhilli to former MP Gaçi with a relatively low value compared to the market.
Stavri Mëhilli had secured the property through false documents and for this reason, he is wanted, as the security measure "prison arrest" has been assigned to him. The acting mayor of Himara is also accused of the area of 5080 square meters, which also passed into the hands of Olta Xhaçka's husband in the final. Regarding this area, he has passed the responsibility to the Directorate of Land Management.
Goro stated before the prosecutors that he simply signed the reply as the owner of the institution addressed to the Cadastre of Vlora after the compilation of the documentation by the relevant directorate. But according to SPAK Goro in collaboration with Jerasimo Bashin, at that time the Director of Land Protection and Management, without carrying out verifications, they forwarded forged documents to the competent bodies and on their basis, made it possible to register the area of 5512 m2 of agricultural land. state ownership in favor of the subject "Pribta".
The prosecution further says that it has carried out actual actions on the ground of the agricultural land surface of 5080 square meters, superimposing it on a state land property. Goro is expected to appear on bail at the Special Court on Tuesday. Together with him, Vezir Gjikoka and Bilbil Aliaj will be introduced to the masses. Jerasimo Bashi and Stavri Mëhilli have not yet been found by the police, so security measures for them have not been implemented.

V. R.PP. Vlorë, pas përpilimit nga drejtoria përkatëse.
Pra e gjitha procedura e ndjekur për rastin në fjalë është trajtuar nga drejtoria përkatëse e cila ka kryer verifikimet përkatëse, dhe nga Bashkia Himarë është kthyer përgjigje me shkresë nr.2751/1 datë 13.09.2016.

The testimony of Stavri Mihilli
Stavri Mëhilli is accused of making the initial registration of the 5512 m2 agricultural land, located in Dhërmi in Vlorë, in the name of Foto Mëhilli, which turns out to be his, and then through the final transactions, the property was registered in the ownership of the company "AG. TCC" shpk with representative Artan Gaçin.
"Stavri Mëhilli declares that the property belonged to his father, citizen Foto Mëhilli, who owned an AMTP. This citizen explains that his father died in 2015 and left him this AMTP at home, which he left in the original and which he had at home.
The citizen Stavri Mëhilli has explained the procedure followed, stating that he first made a request for AMTP confirmation in the Vlora District Council, in the Directorate of Land Administration, which is under this institution. He pre-prepared the request in writing to the Vlora District Council in 2019 and as far as he remembers, it was recorded. He declares that he received a reply from the Vlora District Council, where the confirmation of form no. 6, in the name of the father. According to him, his father owned according to AMTP two plots, one in "Llangadhage" and one in "Perivolo, sip 5512 m2". The declarant continues with his explanations that the return of the answer from the Vlora District Council went to his home with an envelope, inside which was the confirmation of form no. 6. Then he explains that he made a notarial declaration to the border guards. The plot in the "Perivolo" country has only one neighbor, the citizen Andrea Duni. After he prepared the file at the notary, including documents such as: notarized AMTP, return response from the Vlore District Council, the notary declaration of the borderers, he made a request to the Himar Municipality for the registration of the property,' the file says.
Two criminal reports were verified against Goro, one of which was first investigated in the Prosecutor's Office of Vlora and another was made by the elected mayor of Himara, Fredi Beleri, who is in prison, convicted of electoral corruption.
