The former mayor of Lezha, Fran Frrokaj, is also a beneficiary of the criminal amnesty that starts to be implemented this Wednesday.
Frrokaj was sentenced in October 2022 to 3 years in prison for the criminal offense of abuse of office, for alienating property at "Rana e Hedhun" in Shengjin.

Meanwhile, Frrokaj has just left the prison of Reçi.

We remind you that Fran Frrokaj was sentenced to imprisonment for the criminal offense of abuse of office, for alienating property at "Rana e Hedhun" in Shengjin.

The Special Court found him guilty of committing the criminal offense of "abuse of duty" and sentenced him to 2 years in prison, but from the summary trial he was finally sentenced to 1 year and 4 months in prison.

He and 15 other former officials of the municipality of Lezha were accused of alienating 234,000 meters of land on the coast of Rana i Hedhun in Shengjin. Investigations into the alienation of properties started in 2017.

Today, the implementation of the law on criminal amnesty began, after approval in the Assembly with the consensus of the opposition and the majority. From 1:00 p.m., the release of beneficiary prisoners has started from the prison premises.

1100 convicts benefit from this law, of which 700 will be released immediately, while another 400 will benefit from a reduced sentence.

Also, 2,700 people on probation benefit from the amnesty. Opposition protesters will also benefit from the amnesty, where 232 cases are dismissed immediately. According to the law published in the official notebook, the amnesty will benefit the persons whose sentence has been finalized until March 31, 2024. 

The daily cost for each convict, which includes expenses for food, security, training of police staff or health and social services, is estimated at 3,400 ALL, while for pre-detainees 2,800 ALL. Every day for these two categories of convicts, more than 16.2 million Lek come out of the state budget, while the monthly cost is almost 500 million Lek. Taken over the course of one year, nearly 860 million Lek or 8.5 million Euros will come out of the state coffers.

According to the General Directorate of Prisons, the prison of Drenova in Korça and that of Saint Kolli in Lezhë are overcrowded. Meanwhile, several other Institutions for the Execution of Criminal Decisions are on the verge of being filled. In addition to the costs, the amnesty is expected to serve the relief of prisons in terms of capacities.
