The scheme with which the directors of the municipality of Tirana, Mariglen Qato and Redi Molla, have stolen is not comparable to the old methods of corruption in these last 30 years in Albania. Until yesterday, whoever was thinking of benefiting from the tenders, was forced to negotiate with the businessmen to take the bribe, which was rumored to reach 20%.
But the directors of Erjon Veliaj were not satisfied with a little. Instead of giving the tender and waiting for the bribe, they fell short and took all the money for themselves. They avoided the businessmen from the scheme, created a company themselves and won the tenders with their own companies.
In essence, this is also proven by the SPAK file, which sent to prison the closest associates of Erjon Veliaj, the former director of IMT Mariglen Qaton, the former director of Waterworks Redi Molla and the former director of planning Taulant Tushe.
It is understood that from the large number of tenders received by the municipality, the activity of the company "5D Konstruktion" was known for the power it had within the institution. Even the speculations that Mariglen Qato, Redi Molla and Taulant Tushe had the blessing of the mayor Erjon Veliajt are also mentioned in the conversations of their subordinates.
SPAK has disclosed the conversations of Jonida Bejko, an employee of the company "5D Konstruktion". In the ongoing conversation with an acquaintance of hers, she shows him the hotel that the directors of Veliaj were building in Durrës, adding that "it is ax. our owner... Lali eri... this". Bejko's conversations were discovered from her cell phone seized during the raid of the company's offices by officers of the National Bureau of Investigation. Bejko tells how they asked him to get involved in the campaign of the Socialist Party, since it was known that the real owners of the company "5D Construction" were directors in the municipality of Erjon Veliaj.
The employee herself admits in conversations with her friends that Mariglen Qato is one of the most important people in the municipality, practically No. 2 of the institution, after Erjon Veliaj. As it reads below:
From such conversations, extracted from the mobile phones of the company's employees, the prosecutors have established the belief that the real owners are Mariglen Qato and Redi Molla. Afterwards, they verified whether the conversations corresponded to the movement of money in the bank, or to tender procedures in the municipality. Everything turned out to be clear: the company "5d Konstruksion" was created by the directors of the municipality to win the institution's tenders.
From 2016 to 2020 with their company, the directors have been wreaking havoc. It turns out that they won 13 tenders in the municipality and 10 tenders in the water supply company, which they managed themselves. The profits are several hundred million ALL.

Një e dhënë e rëndësishme për prokurorët kanë qenë disa blloqe me shënime personale të administratorit të kompanisë “5D Konstruktion” Nestor Muhametllari. Ky person rezulton të jetë edhe truri i kompanisë.
Nestor Muhametllari merrej si për të “kopsitur” procedurat fiktive të tenderave të trukuar, ashtu edhe për ndarjen e parave mes drejtorëve të bashkisë, duke ruajtur një lloj ekuilibri në marrëdhëniet mes tyre.
Në bllokun me shënime që iu gjet Nestor Muhametllarit, emrat e dy drejtorëve janë të shenjuar me (M) për Mariglen Qaton dhe me (R) për Redi Mollën. Kuptohet se herë njëri dhe herë tjetrin vijnë dhe marrin para nga arka e kompanisë dhe për të qenë në rregull me të dy, Nestori mbante shënimet si më poshtë:
Nga leximi i dosjes, rezulton se Nestor Muhametllari kishte të njëjtin rol si Klodian Zoto në aferën e inceneratorëve. Pasi mbaronte punë me letrat e kompanisë private, Nestori merrej me dokumentat shtetërore, ku i duhej të përgatiste tenderat me porosi, në mënyrë që të skualifikonte kompanitë e tjera në garë dhe ta fitonte tenderin për kompaninë “5D”.
Një ndër këta shembuj është tenderi për rikonstruksionin e palestrës së mundjes për sportklub “Tirana”, institucion në varësi të bashkisë.
Nga mesazhet në celularët e sekuestruar del se drejtuesja e institucionit, Deborah Keçi është gjithë kohës në komunikim me Nestor Muhametllarin gjatë kohës kur përgatiteshin procedurat për tenderin.
Ajo i ka urdhrat të qarta: paratë duhet të kalojnë tek kompania “5D” dhe për këtë duhet t’i bindet Nestor Muhametllarit.
Deborah Keçi i jep Nestor Muhametllarit të gjithë dokumentacionin paraprak për organizimin e tenderit, madje i mundëson hyrjen në sistem në mënyrë që ai të hedhë vetë të dhënat, duke u pajisur me “user” dhe “password” të një prej antarëve të Komisionit të Vlerësimit të Ofertave.
Deborah Keçi skualifikon kompanitë e tjera private që kishin marrë pjesë në “garë” dhe shpall fituese kompaninë “5D”. Në fund, bashkë me Nestor Muhametllarin i përgjigjet edhe kompanive që kanë ankimuar tenderin.
Por gjatë kohës që komunikon me mesazhet ne whatsapp, Keçi nuk e fsheh frikën për manipulimin që po bën. Me mesazhe, lutet që dokumentat të shihen me kujdes, duke thënë: “Vetëm aman shikojini tamam se mos ham ndonjë burg”.
Nga një shikimi i shpejtë i dosjes së drejtorëve të arrestuar të bashkisë së Tiranës, Mariglen Qato, Redi Molla dhe Taulant Tushe bien në sy dy detaje domethënëse për vjedhjen.
Së pari është shtrirja në kohë e punëve që ka kryer kompania “5D”. Nga viti 2016 deri në vitin 2023 kur u denoncua nga Belind Këlliçi janë 7 vjet vjedhje e buxhetit të bashkisë së Tiranës.

It is understood that they did not sign in violation of the law to do a favor to their colleagues, who are in prison today. Chances are that they received orders from above, from the only person who had the power to bring them together in a systematic and structured theft.
But SPAK stopped the investigation here, leaving in question whether Erjon Veliaj was the real owner of the company "5D" or did the directors eat apples and pears behind his back?/Lapsi.al
