With the experience of falsifying contraband documents as a former head of customs and taxes, the mayor of Pogradec, Ilir Xhakolli, in addition to dealings with tenders, has created another scheme for abusing public funds, creating ghost firms within the structure of the Municipality.
Such is the company "Cendra Multi-Functional Pogradec Sh.A", with the object of designing, developing, managing sports projects and activities for the massification of any type of sport, with the exception of football, which is a separate company.
This company, created on January 6, 2022, with legal representative the chairman Ilir Xhakolli, is called an anonymous company with profitable activity and self-financing, but in fact it is financed 100% by the funds of the Municipality of Pogradec, and it turns out that for the years 2020-2023 there is no balance financial.
But until December 31, 2022, there is a balance of expenses of 1 million Euros, paid from the funds of the Pogradec Municipality by order of the mayor Ilir Xhakolli, named as "Current transfers", while for the year 2023, the value of 800 thousand Euros has been transferred.
But who has managed these 1 million Euros and the other millions that the mayor Ilir Xhakolli has transferred to the ghost company "Multi-Functional Center Pogradec Sh.A"?
The administrator of this municipality firm is Alma Kanina, Director of the Cabinet of Mayor Ilir Xhakolli; The Chairman of the Board is Enton Berberi, Director of Infrastructure, Public Works Services of the Municipality; Anxhela Andoni, Head of the Education Office of the Municipality and president of the local Women's Forum of the Socialist Party.
It is absurd, but Durim Toska, the Director of Fushë-Kruja Prison, who was handcuffed on Saturday, is a Member and Vice-President of the Board of the ghost company "Cendra Multi-Functional Pogradec Sh.A" of the Municipality of Pogradec; who before the appointment as prison director, was the Director of Protection of the Municipality's Territory, but Mayor Xhakolli did not remove him from the board because he has his own realtor.
While the legal head of the municipality's company is the mayor Xhakolli himself, creating the same band of thieves, who give millions of Euro funds as mayor and manage them himself as the head of the municipal company.
The same group administers the Pogradec Football Club, and even here, the Board Member and Vice President is the arrested former director of the Fushë-Kruja prison, Durim Toska.
While on January 5, 2022, the mayor Ilir Xhakolli, created the other municipal company "Pogradeci Invest sh.pk", with the purpose of carrying out works, services and public investments in the area, but in fact he performs them through tenders and auctions with private companies.
