The United States of America has updated the list of people sanctioned around the world. Within the framework of several acts and laws, the USA for years has included in the list characters from many countries, including the Balkans and especially Albania.
We are used to the sanctions that have been made in recent years under section 7031(c), where Sali Berisha, Adriatik Llalla, Vangjush Dako or Tom Doshi have been blacklisted.
However, the USA for many years has undertaken sanctions within the framework of executive order 13304, for national emergency in the Western Balkans.
This order, signed in 2001 by then-President George W. Bush, is intended to address the grave threat to US national security and foreign policy posed by individuals who engage in or support extremist violence in countries of the Western Balkans, or to the obstacles that can be made to the implementation of the Dayton Agreement in Bosnia or to UN Resolution 1244 for Kosovo.
With the arrival of Joe Biden, the order was updated and Albania became part of it, introducing corruption. In early summer, Biden extended the effects of the executive order until next year.
" All property or interest in property which is in the United States, which comes into the United States, or which comes into the possession or control of a person in the United States shall be blocked and may not be transferred, paid, exported, withdrawn: by any person determined by the Department of the Treasury, in consultation with the Secretary of State ," the order states, reports "Pamphlet".
Within this order, the list includes Aqif Rakipi, former deputy of PDIU. The US Treasury has even revealed his second name, Skënder Ejylbegaj. Rakipi is financially sanctioned by the US Treasury. From Albania, the lawyer, Idajet Beqiri, is also on the blacklist. Meanwhile, the rest are mainly from Kosovo and are former members of the KLA. Some names have been removed from the blacklist, as they are names that have been there for many years. The list provided by "Pamphlet" is dated October 12, 2023.
It should be emphasized that it is only a matter of financially sanctioned persons, since Berisha, Dako, Doshin and Llalla have been declared undesirable, but no financial measures have been taken against them.
