Residents of the village of Rrjoll, in the Velipojë administrative unit of Shkodra, have appeared before the Special Prosecutor's Office (SPAK), after three days of protests against the construction of a luxury resort owned by oligarch Bashkim Ulaj.
Residents are demanding an immediate halt to the works, claiming that the investment is being carried out on their inherited lands.
Meanwhile, with banners in their hands, residents of the area are demanding justice.
"We want justice," is one of their main calls in front of the doors of SPAK.
According to the residents, this is the second time they have contacted SPAK. On March 25 of last year, they filed a criminal complaint against the construction company and several individuals, who are suspected of having forged property documents in the Baks-Rrjoll area.
The protest in Velipojë has continued for several days. During these days, there have been clashes with the police, who have removed residents from the road where construction work for the tourist resort has begun.
According to the project, the complex will extend over an area of approximately 146 hectares, being considered one of the largest tourism investments in the country.
Earlier, on December 31, 2024, Bashkim Ulaj, together with his brothers Astrit and Ahmet Ulaj, through the company “Aba Blue Borgo” sh.pk, part of the “Gener 2” group, have obtained the special status “investor in a 5-star accommodation structure, special status”, for the construction of the “Blue Borgo” tourist resort. The project envisages the construction of a tourist village with villas and luxury hotels on the border between Rana e Hedhun and the Baks-Rrjoll area.
For the residents, however, the permits and approved statuses do not change the reality on the ground. They claim that their land has been occupied by a private individual and that the state has confronted them, using force to suppress the protest. So far, there has been no official reaction from the construction company or the responsible institutions regarding the residents' claims.
SPAK is expected to review the reports and documentation submitted by residents, while the protest in Rrjoll remains open.
