After the rampant demolitions in Theth, Edi Rama has launched the second phase of his plan to seize the most popular tourist area in the Albanian Alps.
On October 28, 2025, the Ministry of Economy and Innovation opened the auction for the sale of public assets in the center of Theth, at prices 12 times lower than the market, to be transferred to private hands linked to the government.
After razing to the ground the guesthouses, villas and traditional houses that for decades kept local tourism alive in Theth, Prime Minister Edi Rama has moved on to the next phase of the plan: the privatization of land and public facilities in the area.
On October 28, 2025, with Order No. 928/2, the Ministry of Economy and Innovation announced the auction for the sale of state assets in the administrative unit of Theth.
In the documents available to "Pamphlet", it is stated that the government has put up for sale:
- Former coffee bar,
- Former clothing store,
- Former grocery store,
- Former trade office,
- Former winter reserve warehouse,
- and the former medicinal plant collection center.
All of these state-owned properties are located in the central area of Theth, with a construction area of 649 m² and a land area of 2,679 m², which the government has put up for sale at a base price of 7 euros per square meter, an absurdly low price, when the real market in the area is around 85 euros per meter.
In total, the properties with a surface area of 2,796 m² have been valued at only 1,866,620 lekë, or less than the cost of an average apartment in the outskirts of Tirana.
According to “Pamflet” sources, the winner of the auction is predetermined, while the procedure will only be carried out formally to cover the political decision.
From demolitions with rust to the seizure of territory
In February 2023, the government had decided to sell these state-owned assets, but the procedures were delayed for almost two years, until the demolition operation was carried out, which destroyed a good part of the private tourist structures in the area.
Only three months after the demolitions, the government put the assets up for auction, a coincidence that can only be explained by planned corruption.
The scenario is clear: the dismantling of existing local structures to pave the way for investors close to the government.
At prices 12 times lower than the market, land and public buildings will end up in the hands of Edi Rama's friends and clients, who are expected to use them to build luxury resorts and private complexes, ultimately erasing Theth's cultural identity.
Thethi, from national heritage to shopping mall
Thethi is one of the areas with the richest natural and cultural heritage in Albania, part of the Albanian Alps and the Thethi National Park, protected by law.
However, this has not prevented the government from treating it as private property for sale by auction.
The sale of public buildings in a protected area is a flagrant violation of the law on the administration of public property and cultural heritage, but no institution has reacted.
Sources within the Directorate of Public Properties claim that the decision was made personally by Edi Rama, who has ordered that all abandoned facilities be transferred to private hands “for tourism development purposes.”
In fact, this is a camouflage for a legalized robbery: state assets are being sold to a narrow group of businessmen who act as a “mask” for oligarchs close to the government.
7 euros per meter: the price of state shame
At a time when the market value in Theth has reached 85 euros per meter, the government has decided to sell the territory for 7 euros per meter, 12 times cheaper than the real value.
This is a planned mess: public buildings and lands were minimally valued to be plundered through a controlled auction.
Sales at such prices are an open form of laundering public property and legalizing state corruption.
If SPAK were to act according to the law, this decision would have to be investigated immediately, because it constitutes a violation of Article 258 of the Criminal Code for abuse of office and economic damage to the state.
What started with a ruse is ending with auctions and clientelistic contracts.
Thethi, a symbol of the Albanian Alps, is being transformed into a private property for Rama's rulers and oligarchs, with prices that insult every Albanian citizen.
If this auction is not stopped, very soon, instead of traditional guesthouses, luxury oligarch resorts will be built, and Thethi will lose its soul forever./ Pamphlet
