
By a Government decision, the Directorate of the Diplomatic Corps Service has been dissolved, and its functions will be transferred to Government Services as of January 1, 2026.
The decision was approved at today's Government meeting, while the procedure for the merger, or absorption, of the Diplomatic Corps Service Directorate (DSHTD) by Government Services will be completed by December 31, 2025.
The DSHTD had as its functions the administration and maintenance of movable and immovable assets, state property located in the territory of the Republic of Albania and abroad, which are under the responsibility of administration by this directorate. Also, the DSHTD ensures appropriate conditions for the stay and exercise of the activity of the Diplomatic Corps accredited in the Republic of Albania, as well as the diplomatic corps of the Republic of Albania accredited abroad.
DSHTD, which has been operating for decades, had the functions of administering and maintaining movable and immovable state property located in the territory of the Republic of Albania and abroad, which are under the responsibility of administration by this directorate. The facilities that this directorate had under administration are mainly those of embassies or international organizations, mainly located on “Skënderbej” street.

In accordance with Article 100 of the Constitution, Article 33 of Law No. 7582, dated 13.7.1992, “On State-Owned Enterprises”, as amended, Law No. 7961, dated 12.7.1995, “Labor Code of the Republic of Albania”, as amended, and Articles 13 and 15 of Law No. 8743, dated 22.2.2001, “On State Immovable Properties”, as amended, upon the proposal of the Prime Minister, the Council of Ministers
Decide:
1. The absorption of the Directorate of Diplomatic Corps Service (hereinafter, DSHTD) by the Directorate of Government Services (hereinafter, DSHQ) and the completion of all procedures for the transfer of institutional functions from the DSHTD to the DSHQ.
2. The DSQ carries out procedures in order to treat DSHTD employees according to the needs of the DSQ institution, in accordance with the implementation of the institutional function, in accordance with the provisions of the Labor Code.
3. The procedures for the treatment of DSHTD employees shall be completed by 31.12.2025, but respecting, in any case, the provisions of the Labor Code and paying them all the obligations provided for by its provisions, as appropriate.
4. The immovable assets, currently under the administration responsibility of the DSHTD, are transferred to the administration responsibility of the Council of Ministers for the Directorate of Government Services, together with all other rights and obligations related to them. All movable assets of the DSHTD are also transferred to the administration responsibility of the DSHTD, in accordance with the legislation in force.
5. The DSHTD prepares inventories of movable and immovable assets, and carries out all procedures, in accordance with the relevant legislation in force. All rights and obligations related to these assets are transferred to the DSHTD, in accordance with the legislation in force.
6. Archival documentation is submitted according to the provisions of the legislation in force for archives.
7. The liquidation commission of the DSHTD is established, consisting of 7 (seven) members, which will prepare the liquidation balance sheets, inventory of assets, close contracts, prepare financial statements and submit them to the DSHQ within 30 (thirty) days from the entry into force of this decision. The statement to the DSHQ is made with the financial statements of the fiscal year 2025.
8. After the completion of the liquidation, the Commission deposits the documentation for the deregistration of the enterprise at the National Business Center.
9. In Decision No. 840, dated 17.12.2004, of the Council of Ministers, as amended, the following changes are made:
a) In the title of the decision and throughout the text, the name “Diplomatic Corps Service Directorate” and the abbreviation “DSHTD” are replaced with the words “structure responsible for the diplomatic corps service in the Directorate of Government Services”.
b) Point 1 is repealed.
10. In letter “k”, point 2, of decision no. 34, dated 7.1.1999, of the Council of Ministers, “On the Directorate of Government Services and the treatment of high-ranking personalities of the Council of Ministers”, as amended, the words “… through the relevant directorate under its jurisdiction …” are replaced with “… through the responsible structure within its composition …”.
11. The Directorate of Diplomatic Corps Service and the Directorate of Government Services are charged with the implementation of this decision.
This decision enters into force upon publication in the "Official Gazette".
