The government approved at today's meeting the establishment of the Host Nation Task Force (HNTF) and the National Organization Team for the NATO Summit, to be held in Tirana in 2027.
According to the government's decision, the Task Force will be chaired by the Prime Minister and, in his absence, by the National Coordinator for the organization of the summit, appointed by order of the Prime Minister.
The decision stipulates that this Task Force, as well as the national organizing team, will take all measures starting from the security of the delegations participating in the Summit, to the most minute details related to this event, which is considered among the largest expected to be held in Albania.
Precisely for this reason, the Task Force that will be led by Edi Rama includes not only members of the government cabinet, but also the heads of security institutions.
Full decision
The Task Force is composed of the following members:
a) the Minister for Europe and Foreign Affairs;
b) the Minister of Defense;
c) the Minister of State for Local Government;
ç) The representative of the Prime Minister's cabinet;
d) Secretaries General:
i. of the Ministry of Internal Affairs;
ii. of the Ministry for Europe and Foreign Affairs;
iii. of the Ministry of Finance;
iv. of the Ministry of Infrastructure and Energy;
v. of the Ministry of Tourism, Culture and Sports;
vi. of the Ministry of Health and Social Welfare;
vii. of the Ministry of Economy and Innovation;
viii. of the Ministry of Defense.
Also part of the Task Force will be:
dh) Chief of the General Staff of the Armed Forces;
e) Director of the State Intelligence Service;
ë) General Director of the Public Procurement Agency;
f) Director of the Directorate of Government Services.
The Task Force is supported in its activities by a technical secretariat, established under the responsibility of the Ministry of Defense.
Representatives of other public institutions, as well as local or foreign experts, may be invited to HNTF meetings, as needed, depending on the issues being discussed.
The Host Nation Task Force is a decision-making body for determining institutional tasks and responsibilities in order to organize the Summit and has the following objectives:
a) To determine the agenda and political and technical work program of the Summit;
b) To review and approve the acts, actions and operational requests proposed by the National Organizing Team;
c) To propose for approval to the Council of Ministers, through the Minister of Defense, the "Comprehensive Action Plan for the Organization and Conduct of the NATO Summit, Tirana, 2027", defining:
i. planning steps and measures;
ii. infrastructural, logistical and institutional needs;
iii. procedurat tekniko-juridike dhe instrumentet financiare;
iv. detyrat e detajuara për çdo strukturë.
ç) Të vlerësojë kostot e organizimit e të propozojë, nëpërmjet ministrit përgjegjës për financat, buxhetimin përkatës në Këshillin e Ministrave;
d) Të marrë masat për dislokimin e dispozitivit ushtarak dhe mbrojtës, në bashkërendim me strukturat ushtarake aleate.
Nën varësinë e HNTF-së ngrihet Skuadra Kombëtare e Organizimit (National Organization Team – NOT), e cila kryesohet dhe funksionon nën përgjegjësinë e Koordinatorit Kombëtar, si dhe përbëhet nga:
a) drejtori i Protokollit të Shtetit;
b) drejtori i Drejtorisë së Shërbimeve Qeveritare;
c) drejtori i Përgjithshëm i Policisë së Shtetit;
ç) drejtori i Shtabit të Përgjithshëm të Forcave të Armatosura;
d) komandanti i Gardës së Republikës;
dh) drejtori i Përgjithshëm i Agjencisë Kombëtare të Shoqërisë së Informacionit;
e) përfaqësuesi i Shërbimit Informativ të Shtetit;
ë) përfaqësuesi i Kabinetit të Kryeministrit;
f) drejtori i Protokollit të Kryeministrit;
g) drejtori ekzekutiv i Autoritetit të Aviacionit Civil;
gj) drejtori i Përgjithshëm i Albcontrol-it;
h) drejtori i Përgjithshëm i Autoritetit Kombëtar për Sigurinë e Informacionit të Klasifikuar;
i) drejtori i Përgjithshëm i Autoritetit Kombëtar për Sigurinë Kibernetike;
j) drejtori i Përgjithshëm i Autoritetit Rrugor Shqiptar;
k) drejtori i Përgjithshëm i Agjencisë Kombëtare të Mbrojtjes Civile;
l) drejtori i Përgjithshëm i Agjencisë për Media dhe Informim;
ll) drejtori i Përgjithshëm i Çështjeve Politike dhe Strategjike në Ministrinë për Evropën dhe Punët e Jashtme;
m) drejtori i Drejtorisë së NATO-s dhe Çështjeve të Sigurisë në Ministrinë për Evropën dhe Punët e Jashtme;
n) përfaqësuesi i Bashkisë Tiranë.
Anëtarët e Skuadrës Kombëtare të Organizimit ushtrojnë përgjegjësinë e koordinatorëve kombëtarë sektorialë për fushat përkatëse.
Mbledhjet e Skuadrës Kombëtare të Organizimit thirren nga kryetari sa herë që vlerësohet e nevojshme.
Kryetari ka të drejtë të thërrasë mbledhje të natyrës teknike me pjesëmarrje më të kufizuar, në varësi të problematikave/çështjeve që do të diskutohen dhe të konfidencialitetit.
Në mbledhjet e Skuadrës Kombëtare të Organizimit mund të ftohen përfaqësues të institucioneve të tjera publike, enteve private dhe ekspertë vendas e të huaj, në varësi të problematikave që do të trajtohen.
Skuadra Kombëtare e Organizimit është përgjegjëse për bashkërendimin me Task-Forcën e Samitit të NATO-s në Bruksel, me Misionin e Përhershëm të Shqipërisë në NATO, si dhe me task-forcat e vendeve pritëse të samiteve paraardhëse.
Detyrat e Skuadrës Kombëtare të Organizimit përfshijnë vlerësimin dhe propozimin e masave sektoriale për:
a) sigurinë e delegacioneve dhe të personaliteteve shtetërore;
b) përcaktimin e vendeve të zhvillimit të Samitit, eventeve dhe aktiviteteve
ndihmëse;
c) akomodimin e delegacioneve dhe të trupave shoqëruese;
ç) transportin ajror, rrugor e logjistikën;
d) mbulimin mediatik dhe komunikimin publik;
dh) technical, digital and cybersecurity aspects;
e) any other specific task related to the organization of the Summit with the approval of the Host Nation Task Force.
The National Coordinator is supported in his duties by a permanent headquarters, composed of civilian and military personnel, established by order of the Minister of Defense.
Civilian and military personnel are made available full-time by state institutions.
The Ministry of Defense, according to the needs of the National Coordinator, may employ specialists and experts in all fields related to the organization and development of the Summit.
The Permanent Headquarters exercises its functions in specially prepared facilities near the Ministry of Defense, the "Skënderbej" garrison, Tirana.
The Host Nation Task Force periodically presents reports to the Prime Minister and the Council of Ministers on the progress of preparations, as well as recommendations for cross-sectoral and financial decision-making.
The institutions that are part of the Host Nation Task Force (HNTF) and the National Organizing Team are charged with the implementation of this decision.
This decision enters into force immediately and is published in the "Official Gazette".
