Analyst Mentor Kikia has commented on the 5-hour report of the head of SPAK, Altin Dumani, to the Law Commission, on the activity of the Special Prosecutor's Office during the past year.
Kikia praised Duman's report, saying that it was not based only on the figures of the investigations, but raised alarms that were addressed to the legislator about some areas where crime and corruption operate.
" What was special about that report was the fact that we are used to listening to template reports that list statistics, trying to consider the success of their work, the number of people or investigated issues. Duman's report was filled with statements that somehow presented the areas where crime and corruption were most prevalent. I think this was important, that it was a warning to the parliament to produce legal instruments to support it ", said analyst Kikia.
For 'Today Live in Albania' with journalist Nertil Agalliu, Kikia said that reporting the smoke was a way to expose the problems faced by justice.
Duman 's report turned into a kind of debate, where the questions and answers were not simply questions and answers, they were also in the form of replies and debate. Kikia said that the legislators should guarantee the protection of SPAK prosecutors, enabling them to make legal changes for the submitted request for the possibility of re-election after the end of the 9-year term. Kikia said that special prosecutors face criminals, corrupt people, and if they are not guaranteed protection after the end of their mandate, they may face retaliation.
" It is not just a matter of extending the mandate, today we all look to SPAK to fight crime and corruption. Dumani said that the number of prosecutors should be increased, we accuse why the investigations are not speeded up. In the end, the result of the work of the prosecutors is not measured by how quickly the case is brought to court, but by how deep and exhaustive the investigation has been.
He asked for guarantees for the prosecutors. They face today the wildest part of society, the most aggressive people, traffickers, criminals, corrupt people. The question I ask is what will happen to a prosecutor who has destroyed and led very dangerous people. Tomorrow, when his term ends and he goes out on the street, without any means of protection, without any security measure, without alternative employment, what can happen to him? Can I fall prey to revenge? I say yes. If we do not give him a guarantee, today this prosecutor may be demotivated, he may not have the courage he has to face those people. Lawmakers must do everything to guarantee their protection ", said Kikia.
