The scandal that has erupted in the Elbasan Prosecutor's Office, following the threat, bullying and arrest of lawyer Uljan Barjami, is no longer just an individual incident between a prosecutor and a lawyer. It has brought to light a shocking reality about the way the justice system in Albania functions - a system that rewards obedience and submission, while punishing professionalism and civic courage.
According to reliable information and sources close to justice institutions, prosecutor Gjergji Ceka, directly involved in this case, had serious psychological problems that were identified during his studies at the Magistrates' School.
Psychological tests, which are a standard part of the evaluation process for candidates for judges and prosecutors, have shown that Ceka has come out with a "red dot", clearly signaling a lack of emotional stability and serious problems that could affect the exercise of his function.
According to internal documents of the School of Magistrates, a “red dot” result in psychological testing constitutes the most severe degree of negative assessment, indicating emotional incapacity and lack of mental balance to exercise sensitive public functions. Such an assessment means that the candidate should not be accepted into the justice system, as it poses a real risk of abuse of power, aggressive behavior and distorted decision-making towards citizens.
Despite this negative result, the "School of Magistrates" has decided to "qualify and promote" him in the system, disregarding every professional and ethical standard. This action constitutes a "serious institutional error", which not only undermines the integrity of the magistrate selection process, but also puts "citizens at direct risk" who are faced with decision-making by a person who, according to the testing documents themselves, should never have been in that position.

The case of lawyer "Uljan Barjami, who publicly denounced manipulations and procedural violations, is the clearest example of how the system uses its authority to suppress the voice of truth.
Instead of investigating the allegations of violations and attempted manipulation by the prosecutor, the whistleblower himself was threatened, bullied, and then arrested. This persecutory mechanism is a new form of institutional terrorism, where power is used to intimidate those who dare to speak out.
Such a system does not produce justice, but fear and silence. It is not based on the law, but on connections, influences and secret deals that distort the entire judicial process.
This case should serve as an alarm signal for the entire justice system. How is it possible that a candidate with a negative psychological result was accepted and then became a prosecutor? Who are the people who signed and allowed his qualification? Were subsequent verifications made during the exercise of his duty regarding his psychological state? And most importantly: How many others like him are there in our justice system today?
These questions are not merely formal. They are directly related to the safety of citizens and the credibility of institutions. When a prosecutor with established psychological problems holds people's fates in his hands, every decision he makes can be a real risk to their freedom, reputation, and life.
The Magistrates' School is responsible not only for the professional preparation of magistrates, but also for their ethical and psychological assessment. The admission and qualification of a candidate who has proven to have problems in this area is a violation of European standards of justice and a serious violation of public safety.
Equally responsible is the High Prosecutorial Council, which has the obligation to verify every element of the integrity of prosecutors and to react immediately when such facts come to light. Silence in this case means complicity.
If the Albanian justice system aims to restore public trust, it must start by cleaning itself up. It must urgently investigate how people who failed psychological tests were admitted and qualified. All files of candidates who were entered into the system during the same period must be reviewed.
And above all, criminal liability should be imposed on those who have abused their office by allowing unsuitable persons to exercise such functions.
Justice cannot serve as "therapy" for individuals with psychological problems. A prosecutor or judge who is unable to manage emotions, pressure, and the balance of power cannot have the freedom of citizens in his hands.
The case of Elbasan is proof that the lack of psychological filtering has direct and dramatic consequences.
Today, the Albanian justice system is facing a major test. If this case is covered up with silence, it means that hope for true justice is over. If, on the contrary, a serious investigation is launched, transparency could turn into the beginning of a great moral and institutional cleansing.

Rastet kur prokurori shkel rëndë Ligjin janë të panumërta. Unë kam kallzuar penalisht rreth 50 prokurorë, nga të cilët, 10 janë prokurorë të SPAK me në krye vet Altin Dumanin. Kam kallzuar dhe rrëzuar 4 ish drejtues të Prokurorisë së Tiranës, njëri prej të cilëve është objekt i proçedimit penal nr 3271/2022 që Prokuroria e Tiranës refuzon t'a regjistrojë që prej 15/05/2024 (një vit e gjysmë). Prokurori Leonard FILOPATI ka guxuar të shkruajë se shfuqizon vendimin e Gjykatës së Apelit, dhe askush nuk reagon (as prokurorët dhe gjyqtarët e SPAK-GJKKO. ILDKPKI ka fshehur dosjen e aplikimit për marrjen e statusit të "sinjalizuesit" pikërisht për shkak të konflikteve tepër të rënda me prokurorët që ndonjëherë kanë kaluar çdo cak duke përdorur dhunën më të rëndë policore për të më kthyer mbrapsht nga kërkesat për kthimin e aseteve financiare (që tani janë pjesë e vendimit të Gjykatës së Apelit që përmenda më sipër. Vendimet merren me gabime trashanike, me gënjeshtra të qëllimshme dhe jo rallë, edhe me falsifikim farash apo të tjera. Gati në të gjitha rastet, nuk bëhet asnjë verifikim : për hetim të mirëfilltë as që bëhet fjalë.
Gjergji ka qene i bullizuar qe femije, per shkak se ishte i spektrit autik, nje prokuror qe ka zero inteligjence emocionale eshte nje rrezik publik, shikojeni me vemendje veshtrimin tipik qe ka dhe menyren se si artikulon, gjuhen e trupit etj. Do kuptoni se eshte shume i rrezikshem per pozicionin qe ka.
