On the last day, the mayor of Tropoja Municipality, Rexhë Byberi, was called to SPAK.
According to the sources of the Pamphlet, Byberi will appear at the premises of the Special Prosecutor's Office at 11:00 a.m. to be questioned in connection with the procedure "Construction and reconstruction of bridges", in Tropoja Municipality.
After SPAK's call, the whole municipality fell silent and with the fear that the mayor will be arrested.

A tender for the reconstruction of several bridges in the area of Tropoja has been put under the scanner by the SPAK special prosecutor's office, where the target of this investigation are Tropoja municipality officials and administrators Rrok and Verë Gega.
SPAK has registered a criminal file with No. 47, where strong suspicions have been raised that the company "Rroku Guest" has carried out fictitious works.
The investigation started in February 2024, while SPAK has requested from Tropoja municipality officials all the necessary documentation related to the procedures of a public tender with the object "Construction and reconstruction of bridges in Tropoja municipality".
According to official documents for the maintenance of several bridges in the area of Tropoja, the municipality of this city has spent an amount of 145 million old lek, which were collected in the bank account of the construction company "Rroku Guest".
This payment was made by the Municipality of Tropoja on January 29, 2024, while the registration of the sales invoice was made on December 29, 2023.
The transfer of this amount to the accounts of "Rroku Gest", which is managed by the couple Rrok and Vera Gega, has raised strong suspicions against the SPAK special prosecutor's office, which has launched investigations into this construction subject and the officials of the municipality of Tropoja.
SPAK has requested from the Tropoja municipality to make available invoice No. 39 dated December 29, 2023, as well as the work situations and the order of expenses made by the construction company "Rroku Guest".
SPAK's suspicions are for presenting fictitious situations with the sole purpose of embezzling public funds from the Tropoja municipality budget.
The prosecution has requested the works diary for this tendering procedure, the contract related to this private entity as well as the supervisory entity of the works that were carried out for the reconstruction of several bridges in the municipality of Tropoja.
"Rroku Guest" is a construction company that has won dozens of public tenders in several municipalities in the northern area. The company is managed by Rrok Gega, but due to problems with justice after he was convicted of fraud with fictitious invoices, "Rroku Guest" was transferred to his wife, Verë Gega, with a donation contract.
