The parliamentary investigative commission for Check-up and Sterilization of Surgical Equipment concessions is not exercising its duty to check the legality of their creation by Edi Rama and Ilir Beqje and the effectiveness and financial consequences.
The reason for the blockage is the deputy chairman of the commission, MP Plarent Ndreca; who, no doubt on the order of Edi Rama, together with the SP commissioners are not going to the meetings scheduled according to the regulation of the parliament, according to the approved calendar law.
As the leader of the SP commissioners, deputy Plarent Ndreca, does not sign that the investigative commission receives information from the Prime Minister's Office, the Ministry of Health, the Ministry of Finance, the PPP Agency, the Health Care Fund, the KKB, Taxes, Customs, the Treasury of the State, Banks and concessionary companies Check-up and Sterilization.
The deputy/president Plarent Ndreca, refuses to sign, that in the parliamentary investigative commission, to be summoned and questioned as the orderer, implementer and beneficiary of 240 million Euros, Prime Minister Edi Rama, secretary Engjëll Agaçi, former minister Ilir Beqja, ministers Ogerta Manastirliu and Anila Denaj, Vilma Nushin, Ilir Rrapajn and other officials who are part of the theft schemes.
The Deputy/Vice President Plarent Ndreca has blocked the commission, using as a trick, the request that the investigation plan, documents and persons who will be asked about the Check-up and Sterilization must be decided by the experts, when the experts only give an opinion when the commission asks them to parliamentary.
Why is Plarent Ndreca blocking the parliamentary investigation into the two health concessions?
In addition to the fact that Edi Rama is immersed in these concessions, the reason is also the fact that according to the register of SPAK, MP Plarent Ndreca is the defense lawyer of Arben Tjta and Genc Byrazer, one is the Rector of the Medical University of Tirana and the other is Ilir Beqje's first cousin. .
These two, by Ilir Beqje's decision, have drawn up the cost of the Surgical Equipment Sterilization concession, and were members of the commission for awarding the concession without competition and with fake papers.
Deputy Plarent Ndreca is obstructing and has blocked the work on the investigation of the Cheçk-up concession, because he was and is a legal consultant to Vilma Nushi's businesses; while his wife has an enforcement service business, which has done a lot of dirty work with health businesses, even with the businesses of Pëllumb Gjoka, who was arrested for land robbery, money laundering and murder financing, which we will talk about later.
As a reminder, Plarent Ndreca, who has been appointed vice-chairman for the parliamentary investigation of health concessions, is the former General Secretary of the Ministry of the Interior, who through the tender of police uniforms, bought 15,000 police caps at a price of 350 Euros, when the real cost is 17 Euros, but also shoes, suits, shirts and police pants belts, priced 10-20 times more than the real cost, stealing nearly 11 million Euros.
